i2 Analyst Notebook Subscription Services

The Department of Treasury, Departmental Offices (DO), Procurement Services Division (PSD) intends to negotiate a sole source contract for Analyst's Notebook subscription services with i2 Incorporation, 1430 Spring Hill Road, Suite 600, McLean, VA 22102. Currently, the Analyst's Notebooks are an integral tool in the work of the Treasury Department, and are unique in their approach to providing the data necessary for Treasury to perform its duty. The system supports intelligence analysts, intelligence advisors, and watch officers within the Office of Intelligence and Analysis (OIA) and policy officers within the Treasury Office of Terrorism and Financial Intelligence (TFI). It also supports the Department's senior executives, including the Secretary of the Treasury, the Deputy Secretary of the Treasury, the Under Secretary for TFI, and the Under Secretary for International Affairs. I2 Incorporation is the sole provider of the i2 software. There is no other company authorized to sell or support this product. This action will result in a Firm-Fixed Price contract for a period not to exceed a 12 month period of performance from date of award through 30 September 2011. This requirement is Subject to Availability of Fiscal Year 2011 Funds. The NAICS code is 511210 and size standard is $25,000,000.00. This announcement is in accordance with FAR 6.302. A determination by the Government not to open this requirement to competition, based upon any written responses to this notice, is solely within the discretion of the Government.
