AI Contract Overview
The IBex Industrial Market Capacity Assessment for ICS solicitation, identified by SP4701-26-Q-0148, is a Request for Quotation issued by the Defense Logistics Agency through DCSO Philadelphia to support military operations in remote or hostile environments where commercial capability information is lacking. The contract aims to enhance the Department of Defense’s ability to rapidly respond to global contingencies by leveraging commercial sector expertise to identify, assess, and document industrial capacity and market readiness for critical assets. The work involves producing detailed market research reports that analyze economic importance, labor pools, supply chain vulnerabilities, distribution challenges—including cold chain logistics—and regional presence of suppliers using primary data sources preferred over secondary ones. The effort supports industrial base awareness to ensure readiness during national emergencies, with deliverables required within 45 days of award. The acquisition is structured as a small business HUBZone set-aside under NAICS code 541614, and offerors must comply with stringent representation and certification requirements in SAM, including small business size status, WOSB certification if applicable, and compliance with Section 889 restrictions on telecommunications equipment. Proposals must adhere to strict submission guidelines, including electronic delivery by 12:00 PM EST on July 22, 2026, to Helena.Tuzi@dla.mil, with all quotes containing the required source selection information footnote. The evaluation process follows a tradeoff approach where technical and project management capability is weighted most heavily, followed by past performance, with price being the least important factor. Offerors must demonstrate robust data gathering methodologies, clear customer service and risk management plans, especially when using subcontractors, and ensure rigorous quality control over grammar and formatting. Contractors must implement WAWF electronic invoicing using specified DoDAACs and comply with DFARS and FAR clauses governing payment, receiving reports, and electronic submissions. Additional requirements include adherence to combatting trafficking in persons, whistleblower protections, prohibition on Kaspersky-sourced technology, and flow-down of ethics and confidentiality clauses to subcontractors. The contract contains Controlled Unclassified Information (CUI), and offerors must certify they are not suspended or debarred. No alternative commercial items are permitted, and awards will be made without discussions, prioritizing proven technical competency and government experience over cost.

Full Description
IBex was developed to support military operations in remote or hostile environments where little or no commercial capability information is known or exists. Bolstering DLA’s ability to rapidly respond to shifting worldwide events, IBex’s strategic partnerships with industry experts allows government planners to leverage the expertise of the commercial sector, and to gain access to those commercial capabilities if required. Moreover, through IBex’s partnerships with industry and its market intelligence work products, the program provides industrial base awareness over assets that can be utilized during a contingency or national emergency. DLA will provide the NSN(s), PGC(s), part number(s), and/or description after the award.
