AI Contract Overview
The IBex Industrial Market Capacity Assessment for ICS is a firm-fixed price contract solicitation issued by the Defense Logistics Agency through its DCSO Philadelphia office to enhance the government’s ability to rapidly identify and access commercial capabilities in remote or hostile environments where commercial information is limited or nonexistent. The contract aims to leverage industry expertise through strategic partnerships to build industrial base awareness, enabling government planners to effectively respond to global contingencies or national emergencies. Offerors are expected to deliver comprehensive market research reports based on methodical data collection, with a strong emphasis on physical presence and operational knowledge in specified global regions. The solicitation, identified as SP4701-26-Q-0148, was posted on SAM.gov on June 25, 2026, with a submission deadline of July 22, 2026, at 12:00 PM EST, and requires electronic proposal submission via email to Helena Tuzi. The evaluation is conducted using a trade-off approach where technical capability and project management are significantly more important than past performance, which in turn carries more weight than price. Technical evaluation criteria include acceptance of the Statement of Work, robust data gathering techniques, and demonstrated presence in target regions, while project management must include clear risk mitigation, customer service plans, and quality assurance processes. The contract is subject to a broad array of FAR clauses, including those governing small business utilization, labor standards, whistleblower protections, ethics, trafficking in persons, Buy American and Trade Agreements Act compliance, cybersecurity safeguards, and electronic payments through WAWF. Contract administration is managed through designated DoDAACs, with no hard-copy invoices permitted. The place of performance is in Philadelphia, Pennsylvania, and the first deliverable is due within 45 days of award. Offerors must be registered in SAM, possess a UEI and CAGE code, and comply with all representations related to size status, socioeconomic certifications, and prohibited telecommunications equipment. No specific contract value is provided, though the NAICS code 541614 indicates the size standard for small businesses is $20 million in average annual receipts. Detailed NSNs, PGCs, part numbers, and delivery locations will be provided after award, and while no formal attachment list is included, the contract implicitly requires compliance with MIL-STD-130 and MIL-STD-129 for marking and identification, as well as CUI handling protocols.

Full Description
IBex was developed to support military operations in remote or hostile environments where little or no commercial capability information is known or exists. Bolstering DLA’s ability to rapidly respond to shifting worldwide events, IBex’s strategic partnerships with industry experts allows government planners to leverage the expertise of the commercial sector, and to gain access to those commercial capabilities if required. Moreover, through IBex’s partnerships with industry and its market intelligence work products, the program provides industrial base awareness over assets that can be utilized during a contingency or national emergency. DLA will provide the NSN(s), PGC(s), part number(s), and/or description after the award.
