iCAP-TQ additional gas module (Toxic Elements)

The FDA Office of Chemistry and Toxicology, through its Division of Bioanalytical Chemistry and Chemical Contaminants Branch, is seeking to procure a gas module to be integrated with an existing Thermo Fisher iCAP TQ ICP-MS instrument to enhance the detection and quantification of toxic and nutritional elements in foods and dietary supplements. The module, which includes a 1000 mL/min mass flow controller and associated software modifications to the Qtegra platform, is designed to improve analytical stability by reducing matrix effects in high-dissolved-solid samples. The contractor must deliver a newly manufactured, non-refurbished system and perform onsite installation, calibration, and comprehensive user training. All deliverables must meet strict technical specifications outlined in the Statement of Work, including successful auto-tune verification using the dilution gas, and are subject to a 12-month original manufacturer warranty covering parts and labor. Performance will be conducted at the FDA/HFP Laboratory Facility in College Park, Maryland, with acceptance occurring at the destination under F.O.B. destination terms, and title to the Government transfers only upon formal acceptance. The solicitation is conducted as a Lowest Priced Technically Acceptable (LPTA) procurement, meaning only technically acceptable offers will be considered for award, and the contract will be granted to the lowest-priced responsive submission without tradeoffs between cost and non-cost factors. Proposals must be submitted electronically in two volumes—Technical and Business/Price—via email to Nam Nguyen by the deadline of July 22, 2026, and must be in Microsoft Office format without macros or executable content, with any non-compliance resulting in non-responsiveness. Payment must be requested exclusively through the U.S. Treasury’s Invoice Processing Platform (IPP), and paper invoices are prohibited unless explicitly authorized. The Period of Performance spans 12 months from September 30, 2026, through September 29, 2027. The contract type is anticipated to be Firm-Fixed-Price, with no option periods, no security clearance requirements, and no organizational conflict of interest clauses. Service engineers must be certified by the original manufacturer and authorized to use proprietary diagnostic tools. All submissions are subject to SAM registration requirements, and the contract incorporates federal and HHS-specific clauses including electronic invoicing, inspection and acceptance, and government delay of work provisions.
