Texas Woman’s University is soliciting statements of qualifications for the selection of an Architect/Engineer firm to establish an Indefinite Delivery, Indefinite Quantity (IDIQ) Professional Services Agreement for architectural and engineering services across all its campuses in Texas. The contract, identified as RFQ-731-26-004-JC, will serve as a multi-year vehicle for procuring design and planning services with no guaranteed minimum workload, and the total fees payable under the agreement during any term are capped at $1,000,000, with mandatory written notification required when 80% of that amount is reached. Submissions must be received by June 18, 2026, by 2:00 PM CST, in five identical hard copies bound with spiral bindings on letter-size paper, plus one electronic copy on a USB drive, and must not exceed twenty double-sided printed pages excluding cover materials, table of contents, resumes, and other specified appendices. Proposals must not include any pricing information, and responders must comply with strict formatting, packaging, and submission guidelines, including the use of specific labeling materials and adherence to the Owner’s Design Guidelines for installations. Selection will be based on a weighted evaluation of six factors totaling 100 points, emphasizing the respondent’s ability to provide services and past performance on TWU or higher education projects, each worth 30 points, followed by problem resolution capability, understanding of the IDIQ agreement, knowledge of best practices, and statement of qualifications. Award is determined by subjective assessment of the most qualified firm(s), with top-ranked respondents potentially advancing to a second phase. The selected firm will operate as an independent contractor, subject to termination for cause including false certification, non-compliance with Texas Public Information Act, or breach of contractual obligations, and must indemnify the State of Texas, maintain appropriate professional licensure in Texas, comply with prevailing wage and child support requirements, and submit a Historically Underutilized Business plan. Contract administration requires monthly invoicing with timesheets submitted to TWU Facilities Management, adherence to rigorous quality assurance and testing protocols including NETA and NFPA standards for electrical systems, and preservation of records in accordance with TWU retention policies.
