IDIQ Boundary Maintenance, Mountain Home Project Office

This contract is an Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price agreement issued as a 100% Small Business Set-Aside under NAICS Code 561730 for boundary line maintenance services within the Mountain Home Project Office area of responsibility, primarily encompassing Bull Shoals Lake and Norfolk Lake in Arkansas. The scope of work includes locating and marking survey monuments, painting boundary lines, installing and maintaining monument and online posts, affixing witness post signage, identifying and documenting all trespasses and encroachments with reference to nearby survey monuments, and clearing vegetation to establish a four-foot-wide trough in the Troach area. Work is organized into approximately ten-mile segments for invoicing, with each invoice requiring detailed documentation including start and end monument numbers, Section, Township, Range, and County. The contract has a five-year potential duration, consisting of one base year and four option years, running from February 2026 through January 2031, with performance limited to Mountain Home, Arkansas. All contractor personnel must be vetted, carry REAL ID-compliant identification, and undergo background checks submitted at least fifteen days prior to contract start. The contract mandates compliance with U.S. Army Corps of Engineers Safety and Health Requirements Manual EM 385-1-1, and prohibits the use of ATVs on federal property. Contractor vehicles must display the company name in two-inch lettering and meet state safety standards. The contracting process requires all offerors to maintain an active SAM registration set to All Awards, submit a signed RFQ cover page, completed technical proposal per FAR 52.212-2, pricing schedule, and proof of past performance from up to three relevant projects completed within the last six years. Award will be made to the lowest-priced responsible offeror whose past performance is rated Acceptable; failure to meet this threshold results in automatic disqualification. A Contracting Officer’s Representative (COR) will oversee technical compliance, inspect work, review invoices, and coordinate site access, but has no authority to modify contract terms. The contractor must provide a contract manager available Monday through Friday, 7:30 a.m. to 4:00 p.m., maintain detailed personnel qualification files, and ensure all employees clearly identify themselves as contractors. Insurance coverage is mandatory, and organizational conflicts of interest must be avoided.
