AI Contract Overview
The solicitation for Landscaping and Related Services under contract number 47PF5326Q0001 was originally issued as a commercial item acquisition under FAR Part 12, structured as a firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract set aside entirely for small business concerns with a NAICS code of 561730 and a $9.5 million size standard. The performance locations include the Anthony J. Celebrezze Federal Building and Carl B. Stokes U.S. Courthouse in Cleveland, Ohio, and the Donald J. Pease Federal Building in Medina, Ohio, with a base performance period from October 1, 2026, to March 31, 2027, followed by four one-year options and a potential one-time six-month extension, making the total ordering period span through September 30, 2031. The acquisition was evaluated using a trade-off methodology where past performance was significantly more important than price, requiring offerors to demonstrate experience with similar services at government or commercial facilities over at least two consecutive years, completed within five years of the solicitation closing date. Offerors were required to submit a completed SF 1449, Attachments B and E in Excel format, Attachment D for past performance references, and a Quality Control Plan, with all submissions due via email to the contracting officer by 3:00 PM Eastern Time on May 7, 2026. Site visits to the work locations were strongly encouraged, and offerors were cautioned that failure to inspect the sites would not justify post-award claims. Amendments were issued to update solicitation materials: Amendment 0001 on May 1, 2026, revised Attachment B’s line item schedule, updated the Wage Determination 2015-4727, and incorporated FAR 52.222-90 addressing DEI discrimination by federal contractors, requiring contractors to report subcontractor conduct that violates the clause. Amendment 0002 on June 2, 2026, replaced the Wage Determination with Revision 29, though it did not alter the wage rates or Health & Welfare amounts, and required a signed copy to be returned by June 10, 2026. Finally, Amendment 0003 issued July 8, 2026, canceled the solicitation entirely
