The California Department of Water Resources is seeking qualified contractors to provide comprehensive cathodic protection services across its statewide infrastructure, including testing, installation, repair, replacement, and remote monitoring of anode beds, rectifiers, lead cables, and related corrosion control systems. Work is performed on-demand through Service Requests or Letters of Authorization at various DWR facilities throughout California and must strictly adhere to DWR-developed technical standards, including DWR Std. 213, and comply with state labor laws such as DIR Wage Order 9 and prevailing wage requirements. Contractors are required to submit detailed documentation for each job, including electrical schematics, safety reports, waste testing results, and a final report with photographic evidence within 30 days of completion. All personnel must hold valid corrosion specialist credentials, and subcontractors require prior written approval. Equipment and materials supplied under the contract become state property, and performance and payment bonds at 100% of contract value are mandatory. The solicitation follows a Lowest Price Technically Acceptable (LPTA) award methodology, with preference given to qualified Small Business and Disabled Veteran Business Enterprise bidders through a 5% price evaluation adjustment and a minimum 3% DVBE participation requirement. Proposals must be submitted as dual hardcopy and electronic versions on a USB drive, with strict compliance to attachment requirements including certifications for GenAI use, Darfur and Iran Contracting Act disclosures, recycled content, and DVBE participation. All contractors must register with the Department of Industrial Relations, sign non-disclosure agreements, and safeguard confidential information per California privacy laws. Invoicing must be processed through DWR’s LISP system or submitted in hard copy to the Sacramento PO Box, and contract administration is managed by DWR’s Contract Manager and Contract Representative, with no formal COR or COTR designations provided. The contract allows termination without cause upon 30 days’ notice, and failure to disclose use of Generative AI or misrepresentation of socioeconomic status will result in bid disqualification or contract action.
