IFB 161201 Spray Injection Pothole Patching

The Virginia Department of Transportation (VDOT) is soliciting bids for on-call spray injection pothole patching services for the Franklin Residency, covering Greensville, Isle of Wight, Southampton, and Sussex Counties. The selected contractor will be responsible for repairing potholes, deteriorated shoulders, fissures, and alligator cracked areas using self-contained spray-injected systems. The scope requires the use of specific stone and liquid asphalt materials from VDOT-approved sources and adherence to the Virginia Work Area Protection Manual, OSHA, and VOSH safety standards. The contract is for an initial one-year term with the possibility of four optional one-year renewals. Award will be granted to the lowest responsive and responsible bidder based on a grand total all-inclusive hourly rate. Bidders must hold a Class A Contractor's license and provide a Vendor Qualification/Equipment Inventory Certification Form. A Small Business Subcontracting Plan is required for any bidder not already certified as a small business by the Department of Small Business and Supplier Diversity. The contractor must confirm work orders within 24 hours and commence work within five business days of a VDOT request. Bids are due by September 23, 2026, and must be submitted electronically via eVA.
