This contract invites bids for water sampling services focused on microplastics (MPs) in drinking water, addressing a growing environmental and public health concern. The project supports the implementation of California Senate Bill 1147 (Portantino 2024) by developing a pilot-scale sampling program that generates contamination-controlled, high-volume tap water samples. The samples, along with linked blanks and complete chain-of-custody documentation, will be transferred to an Office of Environmental Health Hazard Assessment (OEHHA)-designated laboratory. This process ensures the collection of reliable and defensible data necessary for OEHHA’s human health assessment of microplastic contamination in drinking water. The contract is issued by the California Environmental Health Hazard Assessment agency under solicitation number 0000039285, with a response deadline of May 29, 2026. The sampling services are to be performed within California, and the primary point of contact for the solicitation is Cindy Vang. This initiative aligns with California’s leadership in advancing microplastic research and policy, aiming to reduce scientific uncertainty by producing high-quality environmental data to guide future health-related decisions.

You are invited to review and respond to this Invitation for Bid (IFB) titled, 25-E0032 Water Sampling Services. Microplastics (MPs) are an emerging contaminant of concern, and California has taken a national leadership role in advancing research, monitoring, and policy actions related to MPs in the environment. Although laboratory studies suggest potential biological effects associated with MP exposure, substantial scientific uncertainty remains regarding environmentally relevant exposures in drinking water. This project advances the mandate of Senate Bill 1147 (Portantino 2024) by establishing a pilot-scale sampling program that produces contamination-controlled MP sample materials and defensible field documentation for transfer to an OEHHA-designated laboratory, enabling reliable downstream characterization inputs for OEHHA¿s human health assessment. This contract will produce contamination-controlled, high-volume tap water samples, linked blanks, and complete chain-of-custody records for transfer to an OEHHA-designated laboratory, so OEHHA can generate defensible data for a microplastics (MP) health assessment in drinking water as required by California Senate Bill 1147 (Portantino 2024).
