Parks Entrance Sign Rebranding
Solicitation # 20260259
The City of Port St. Lucie has issued Invitation for Bid 20260259 for the rebranding of 41 Parks and Recreation entrance signs. The project focuses on creating a unified visual identity across the park system by replacing topper and middle panels on existing sign structures. The scope of work includes the fabrication of high-density urethane panels, painting with specific PMS color matching and satin finishes using Matthews Paint products, and the addition of park establishment dates. The project involves various sign types, including single-face and double-face neighborhood and community signs, as well as a specialized panel for Jessica Clinton Community Park. The initial contract term is 180 calendar days, with work permitted from 7:00 a.m. to sundown, Monday through Friday. Bids must be submitted electronically via the OpenGov portal by October 8, 2026, at 3:30 p.m. Requirements for submission include a bid bond of at least 5 percent of the bid total, which can be submitted as a hard copy or an electronic bond through Surety2000. The City will award the contract based on the best value, considering cost, contractor capability, and local preference, though the lowest price is not the sole determining factor. Performance and payment bonds are required for projects exceeding 200,000 dollars. Payment is subject to a 5 percent retainage and follows the Florida Prompt Payment Act, with invoices submitted monthly. Contractors must also certify compliance with drug-free workplace laws, anti-human trafficking regulations, and Florida's scrutinized companies lists.

The Town of Southwest Ranches, Florida, is inviting sealed bids for the fabrication and installation of park entrance signs at multiple locations, with initial work focused on replicating the existing sign at Founder’s Park in accordance with approved conceptual designs and technical specifications. Bidders must provide all labor, materials, equipment, shop drawings, permitting, transportation, and mobilization services necessary to complete the work, ensuring full compliance with the Florida Building Code, OSHA standards, MUTCD guidelines, and all applicable local ordinances. The bid includes fixed unit pricing for five initial signs and their installation, along with optional future unit pricing for additional signs, related components, or fencing over the next two fiscal years, though no guaranteed minimum or maximum quantities are specified. All work must be performed by a qualified contractor who holds required licenses, maintains an A.M. Best “A-” or higher insurance rating, and names the Town as an additional insured. The contract requires strict adherence to work hour restrictions, on-site supervision by a full-time superintendent, and prompt response to property complaints, with no storage of materials or equipment permitted on Town property. Bidders must submit a comprehensive package including signed bid forms, proof of E-Verify registration, a completed IRS Form W-9, a certificate of liability insurance, and numerous certifications related to Florida state laws including anti-boycott, anti-collusion, anti-lobbying, and public entity crime compliance. The Town strictly enforces a Cone of Silence from the solicitation’s advertisement until the Town Administrator’s recommendation is presented to the Council, prohibiting any unauthorized communication with Council members or staff and resulting in immediate disqualification for violations. Proposals will be evaluated based on responsiveness, responsibility, price, experience, staffing, equipment, materials, and references, with award going to the lowest responsive and responsible bidder under a Lowest Price Technically Acceptable framework. Inspection and acceptance occur at the final site by the Town, which retains sole authority to determine compliance, and a two-year warranty on all materials and workmanship is mandatory. All submissions must be delivered electronically or by mail to the Procurement Officer by the specified deadline, with no FOB terms defined and no formal contract value estimated due to the open-ended nature of future options and the preliminary status of the solicitation.
