IFB 32A0725, Exhaust Evacuation System Replacement in Alameda County

The California Department of Transportation (Caltrans) is soliciting bids for the complete removal and lawful disposal of the existing Exhaust Evacuation System (EES) and the installation of a new system at its District 32 Equipment Shop 4, located at 1993 Marina Boulevard, San Leandro, CA 94577, in Alameda County. The work involves furnishing and installing all necessary components including six and five motorized hose reels with dampers, two and one reel without dampers for Shops A and B respectively, eight and six wall or post mount switches, Silicone Nomex hoses rated for high temperatures, rubber nozzles, exhaust canes, fan motors with specified CFM and voltage ratings, a pressure transducer, a Variable Frequency Device (VFD), approximately 300 feet of metal ducting, inlet adapters, and other related parts, all of which must be new, UL-labeled, and meet industry standards. The contractor must also perform roof modifications to vent exhaust gases, cap off nine existing floor vents using re-bar and epoxy with concrete, and comply with Cal-OSHA and all applicable state and local building codes. Work must be completed within 90 business days following an estimated start date of September 15, 2026, and is restricted to normal business hours Monday through Friday from 5:30 a.m. to 3:00 p.m., excluding state holidays. Bids are to be submitted by August 25, 2026, at 2:00 p.m. via mail or hand delivery to Caltrans’ Division of Procurement and Contracts in Sacramento, and electronic submissions are not accepted. All bids must be accompanied by mandatory documentation including the Bid Proposal (ADM-1412), Bidder Declaration (GSPD-05-105), Disabled Veteran Business Enterprise Declarations (STD 843), Non-Collusion Declaration, Darfur Contracting Act Certification, California Civil Rights Laws Certification (for bids over $100,000), and verified quotes from certified small business and disabled veteran business enterprise subcontractors. The contract has a fixed maximum allowable value of $484,000; any bid exceeding this amount will be rejected. Payment will be made monthly in arrears upon submission of itemized, triplicate invoices referencing the agreement number, dates of service, location, hours worked, and receipts for materials, fees, and permits
