AI Contract Overview
This contract pertains to the sale of used pad-mount transformers located at Selfridge Air National Guard Base in Michigan, managed by the Defense Logistics Agency Disposition Services Headquarters. The transformers involved are classified as non-PCB, meaning they contain PCB levels below regulatory thresholds specified by federal law (40 CFR 761) or are identified as such based on manufacturer data plates when testing was not conducted. However, restrictions apply for destinations in states with more stringent regulations, such as California, Oregon, and Washington, which limit allowable PCB levels to under 5 parts per million. Purchasers are prohibited from using Statements of Intent for shipments to states with stricter PCB standards unless the transformers meet those state-specific limits. This is strictly a sale of surplus equipment and not a service contract. The solicitation number for this contract is 33-6031, with a bid response deadline of June 9, 2026. The point of contact for inquiries includes Jay Armstrong and Joel Wegner, representatives who can be reached via the provided contact details at the DLA Disposition Services office in Battle Creek, Michigan. All sales and performance obligations adhere to the location and regulatory stipulations outlined in the contract documentation.

not be authorized to utilize a Statement of Intent (SOI) destination in a state which regulates PCB levels at a more
stringent level than 40 CFR 761 unless the transformer PCBs levels are under the state regulated level. Example:
