This is a sealed bid, one-time lot sale for 17 used pad mount transformers located at Selfridge Air National Guard Base in Michigan, managed by DLA Disposition Services under solicitation number 33-6031. The transformers are classified as non-PCB per 40 CFR 761, with PCB levels either below 50 PPM based on analysis or verified as non-PCB through manufacturer data plates; however, purchasers are prohibited from using Statement of Intent destinations in states like California, Oregon, and Washington that enforce stricter PCB thresholds of 5 PPM unless the transformers meet those lower limits. The sale is not a service contract and requires full payment prior to removal of the equipment, with payment must be made via electronic fund transfer, ACH, or credit card (capped at $24,999.99 per transaction), and personal checks, money orders, or cashiers checks are strictly prohibited. Bidders must submit a completed SF-114 and SF-114A with a total price bid for the entire lot, with a minimum bid of $5,000 per unit of issue, and bids must be received by email to dla.sales@dla.mil no later than June 9, 2026. The contract is governed by the Standard Bidding Rules for DLA Disposition Services, with certain clauses excluded in Parts 1 and 2, and all of Part 3 applicable. Responsive bids are evaluated through mandatory pass/fail gates including responsiveness, responsibility, and Environmental Responsibility Determination, with the highest-priced responsive bid from a responsible bidder selected for award. The successful purchaser has 30 days to remove all transformers, subject to extension only upon written request for extenuating circumstances, and must comply with all federal, state, and local regulations regarding environmental handling, workplace safety, and licensing. The Government retains audit rights and the authority to inspect facilities, transportation, records, and equipment throughout the performance period, and records must be maintained for six years post-removal. Pre-award inspections are permitted only on Mondays and Wednesdays with five business days’ notice, and the purchase is subject to Federal Acquisition Regulation clauses including prohibitions on certain telecommunications equipment and the Contract Disputes Act of 1978. All bidders must be registered in SAM.gov, not be excluded from federal programs, not be indebted to the government, and must certify that bids were submitted without collusion.
