IFB - Bingham Rim Signal

The City of South Jordan is soliciting bids for the installation of a traffic signal at the intersection of Mountain View Corridor and Bingham Rim Road, requiring a UDOT-qualified contractor to perform all work in accordance with approved construction plans and applicable standards. The scope includes coordination and permitting with the Utah Department of Transportation, installation of city- and contractor-supplied traffic signal components such as poles, bases, mast arms, heads, and all necessary appurtenances, and provision of all labor and materials to achieve a fully operational system. The work must be substantially complete within 60 days of the Notice to Proceed, which is anticipated for July 2026. All bids must be submitted electronically through the Bonfire procurement portal by June 11, 2026, and no paper submissions will be accepted. Bidders must be registered vendors on Bonfire, and all inquiries must be made through the platform’s Question and Answer function; direct contact with the City is prohibited. Compliance with the APWA Manual of Standard Specifications, 2012 Edition, and referenced drawings including SG-301G, SG-302G, SG-301H, SGDT-01, SG-S01 through SG-S03, and ITS-S01 is mandatory. Bidders are required to submit complete documentation including Bid Proposal, Bid Schedule, Bidder Status Report, and Subcontractor and Supplier Report, along with a Performance Bond and Payment Bond each equal to 100 percent of the contract value, which must be adjusted throughout the project to reflect modifications and equal the final contract amount upon completion. The bonds must be signed and notarized, and the contractor must maintain current Utah contractor licensing and participate in the E-Verify system for employment eligibility verification. Contractors must provide a quality control program managed by a qualified individual separate from the site superintendent, and employ an independent testing consultant approved by the Owner to oversee soils, concrete, aggregate, and asphalt testing. The contractor must notify the Engineer 48 hours in advance of all testing activities and coordinate their quality assurance efforts with the Engineer’s acceptance program per APWA Section 01460. Non-compliant materials or work must be immediately reported and remediated at the contractor’s expense.
