The Oceano Dunes District (ODD) of CA State Parks, located in San Luis Obispo County, invites qualified firm to submit bid proposals for heavy equipment rental services (tractor and scraper) for use in dust mitigation efforts within the district¿s sand dune and coastal environment for a duration of approximately four (4) months. Anticipated service period: October 1, 2026, through January 31, 2027. The firm will provide equipment as described in Exhibit A, Attachment I- Scope of Work Detail (Photo examples of specified equipment in in Exhibit A, Attachment III -Sample Photos and Descriptions), within the attached Bid Package. EQUIPMENT OVERVIEW 1.ONE (1) FULL SIZE RUBBER WIDE-TRACK TRACTOR, meeting the following specifications: - Tracks may either be an independent quad-track or two (2) single contiguous tracks. - Tractor base weight shall be approximately 50,000 to 60,000-pounds; engine shall be rated at 500 to 600 horsepower. - Tractor shall include a 3-point hitch and drawbar to match scraper, see Section 2(c). - Tractor shall include enclosed cab, air conditioning, heating, air ride seat, functional gauges, switches and controls, full hydraulic cab controls for operating the scraper while in motion. 2.ONE (1) DUMP SCRAPER - Direct mount, pull behind, non-agriculture, non-ejector, dump scraper with hydraulic controls for lifting, scraping, loading and dumping capabilities while in motion. - Scraper must be compatible with the tractor requested in Section 2.b. - The scraper cutting width must match the tractor tread width, plus or minus 6 inches. (E.g. should the tractor create a 12-foot-wide track the scraper cutting width shall be 11.5 to 12.5 feet wide. The Ashland 2012CS and IMC 225CS are examples of desirable designs for these conditions.) Bids should include fees associated with the delivery and pickup of equipment at ODD¿s Maintenance Yard: 900 Pacific Blvd., Oceano, CA 93445. Additional rental requirements and terms are included in the Bid Package. Complete bids proposals must include all completed forms listed in on the Bidder¿s Checklist, including the checklist, within the Bid Package. Bids must respond to each item listed on the Cost Breakdown; partial bids will not be considered. Answers will be provided by Addendum which will be posted within the Bid Solicitation located on the Cal eProcure website. It is the responsibility of the bidders to download any addenda as needed. BID SUBMISSIONS Sealed bids will be accepted by the Department of Parks and Recreation until the listed deadline date and time, using the submission methods below (Full instructions are within the Bid package). A postmark does not qualify. The DVBE requirement for this IFB is waiver, however the incentive for DVBE firms still applies. This IFB includes the Small Business Preference Program. Details of both programs are included in the Bid Package. BID OPENING Bids will be opened publicly during a scheduled conference-call at 2:00 pm on Wednesday, September 16, 2026. Individuals interested in calling into the Bid Opening must send their request into OD.Billing@parks.ca.gov at least 24-hours in advance of the call to receive a conference participation access code and allow the State adequate time to accommodate all bidders. One code will be available per bidder.
