The Texas A&M University System, through TTI, is seeking a bid for a complete Eddy Covariance system paired with a meteorological tower to be installed at the RELLIS campus, supporting research in both urban and rural environments that differ from standard setups. Invitation for Bid for an Eddy Covariance system including meteorological tower at one of its facilities at the RELLIS campus of the Texas A&M University (TAMU) System. The meteorological tower equipped with Eddy Covariance will be used for research projects being conducted by TTI as well as other partners within the TAMU system. Due to the meteorological tower being used for research purposes in urban and rural areas, and not in a typical setting, some additional specifications are requested for this Invitation for Bid. The information below details the requirements for this proposal. The preferred solution will be one that meets all of the following requirements. A bidder may submit a proposal that meets a subset of the list, but those items that are not met must be spelled out directly in any bid response. Additionally, a supplier may submit a response with multiple systems if needed to meet all requirements. Charging Requirements Eddy Covariance System The Eddy Covariance system must be composed of: - Infrared Gas Analyzer (IRGA), Open path CO2/H2O analyzer with digital signal interface, - Sonic Anemometer. Omni-directional, three-dimensional Sonic Anemometer with standard calibration. Sonic anemometer MUST NOT be coupled with the IRGA, - Power Cable 5m or higher, - Data Logger system capable to process data in the field, - Power supply wire 20m or higher, - Cellular modem, - Solar panel compatible with the system power requirements - Power system/batteries compatible with system requirements and solar panels, - Aluminum tripod with adjustable height from 2m or higher, Meteorological Sensors The meteorological sensors must include: - Data logger/data acquisition module, - Humidity and temperature probe, - Radiation shield, - Tipping bucket rain gauge, - Quantum sensor, - Pyranometer sensor, - Net radiometer, - Soil temperature sensors (two or more), - Soil moisture sensor (two or more), - Soil flux plate (one or more), - Installation kit Power The solar package and batteries must be able to operate in Texas all the year-around providing the required power for the Eddy Covariance and meteorological sensors. Mounting system Mounting system (tripod), must be able to fix and resist typical weather conditions in Texas and be able to be removable to a different location when/if needed. Any bidder must specify the following for any system that is proposed Charging Specifications Power Requirements Bidder must specify power requirements for the proposed system. Charger Length The maximum length of the charging cable must be specified in the bid. Operating Conditions The bidder must specify the any operating conditions required for the system to operate properly. Other Notes None of the above requirements should overrule internal battery-charging and other safety precautions, but rather overlay. The grid power commanded, charging or discharging, would be subject to the safe operation of the EV and battery load. For example, a charge command would be interpreted as “charge at 300kW subject to the safe operation of the battery.” Telemetry data on the SCADA would indicate the actual charging level if the internal controls needed to throttle the charging for safe operation of the EV / battery system. If the system bid is not able to meet any of the above requirements, respondent must outline the requirements not met in the bid response. Bid Responses may also include additional capabilities and/or services for the charger, which must be outlined in the response.
