IFB - IMPROVE CAMPUS UTILITIES INFRASTRUCTURE - ELECTRICAL

Radford University is soliciting bids for the Improve Campus Utilities Infrastructure - Electrical project, which involves a major upgrade to the campus medium voltage distribution system. The scope of work includes modifications to the utility provider's outdoor substation, the addition of campus walk-in service switchgear, the establishment of a sixth campus distribution loop, and connection to a new cogeneration plant. Additionally, the project requires the demolition of an overhead distribution circuit and the installation of various electrical components such as apparatus post insulators, line switches, surge arresters, and grounding connections, as well as the commissioning of SCADA, BMS, lighting, HVAC, and fire alarm automation systems. The contract will be awarded on a lump sum basis to the lowest responsive and responsible bidder. Bids are due by 2:00 P.M. on October 15, 2026, and must be submitted to the Armstrong Facilities Management Building in Radford, Virginia. Requirements for bidders include eVA registration, a mandatory site visit, and the submission of a Small Business Procurement Plan. For bids exceeding 500,000 dollars, a bid bond equal to 5 percent of the bid is required. The project has a performance period of 269 calendar days to substantial completion, with final completion due within 30 days thereafter. Contractors must comply with the Virginia Uniform Statewide Building Code and Department of Labor and Industry prevailing wage determinations. Key deliverables include power system studies, a detailed step-by-step testing plan for control systems, as-built drawings, and O&M manuals. The contractor is responsible for obtaining all permits except for the building permit, which will be provided by the owner. Payment will be processed monthly via Certificate for Payment (CO-12) following review by the Architect/Engineer and the Owner's Project Manager.
