RFI - FEMA - Supply Chain Management System (SCMS)
Solicitation # 70FA3127I00000001
The Department of Homeland Security, through FEMA's Logistics Management Directorate, is conducting market research via a Request for Information to identify cloud-based Software-as-a-Service solutions for the transition, implementation, operation, maintenance, and modernization of the Supply Chain Management System. The system is designed to support disaster logistics operations, including warehouse and transportation operations, inventory management, in-transit visibility, point-of-distribution support, and financial reconciliation. The scope encompasses recurring SaaS licensing, cybersecurity and system authorization support, and optional surge capacity to handle disaster-response requirements. Technical requirements include FedRAMP High certification, compliance with DHS Enterprise Architecture, and adherence to Section 508 accessibility standards. The anticipated period of performance consists of one 12-month base period with four 12-month option periods. While most work will be performed at the contractor's site, some activities may occur at FEMA Headquarters in Washington, D.C., or facilities in Virginia. This RFI is for planning purposes and is not a formal solicitation; however, interested parties must submit a narrative response, a Vendor Streamlined Profile Matrix, and a Targeted Market Research Questionnaire by January 4, 2027. Respondents are required to provide a non-binding Rough Order of Magnitude cost estimate and disclose any potential organizational conflicts of interest. All submissions must be unclassified and follow specific formatting and submission guidelines via email.

DIR protects and improves the health and safety of working men and women in California by developing and enforcing standards for the workplace as mandated by the California Code of Regulations (CCR) Title 8.
Online access to Industry Consensus Standards, with the ability to print specific standards, is required to provide reference to support citations issued to employers by Health and Safety Inspectors and to update Title 8 standards. Access to these standards allows DIR employees to remain aware of emerging issues and technologies included in Consensus Standards in order to identify deficiencies in the workplace. Without this on-line database, DIR would not be able to enact current workplace standards and inspectors would not be able to gather evidence needed to support violated conditions in the workplace and thus would not be able to support citations to employers for violations in the workplace.
