The U.S. Department of Commerce/NOAA’s Western Acquisition Division intends to award a sole-source purchase order to BeadedStream for the procurement of iGage Automated River Gages under NAICS code 334513, as no other vendor can meet the specific technical requirements. The gages are needed to replace aging automated river sensors in the National Weather Service’s Alaska Region, with the new units required to be self-contained, weighing less than 10 pounds, and integrating a river stage sensor, battery, solar power supply, and Iridium SBD satellite telemetry compatible with the existing NWS communication infrastructure. The sensors must achieve a measurement range of 30 meters with an accuracy of 0.01 feet and meet USGS accuracy standards, transmitting data directly into the NWS Alaska Region systems. Delivery is scheduled within 60 days of award, and no set-aside provisions will apply. This procurement is conducted without competitive solicitation due to the unique capabilities of BeadedStream, though responses from other firms may be submitted within ten days of notice publication to challenge the sole-source determination. All inquiries must be submitted in writing to Kirsten Keen at NOAA, and oral communications will not be considered.

WORKSHOP MEETING SUPPORT SERVICESThe National Oceanic and Atmospheric Administration’s Southwest Fisheries Science Center intends to award a sole source purchase order to Hubbs-Sea World Research Institute to provide workshop meeting support services for the 5th Seriola Workshop, to be held at the HSWRI facility. This decision is based on the unique capability of HSWRI to host the event, as it is the only organization with a fully operational, large-scale aquaculture facility capable of delivering the hands-on, in-person experience critical to the workshop’s educational objectives, including facility tours, operational comparisons, and infrastructure demonstrations. Without this specific infrastructure, the core value of the workshop would be lost, justifying the use of a sole source procurement under FAR 6.103-1. The period of performance extends from the date of award through February 8, 2027, and the contract is associated with the NAICS code 531120. All contractors must be registered in the System for Award Management (SAM), requiring a valid Tax ID, CAGE code, and a Unique Entity Identifier, all obtainable at no cost through SAM.gov. The presolicitation notice, issued on July 17, 2026, is not a request for competitive proposals, but firms wishing to challenge the sole source determination may submit substantiating documentation or requests for additional information in writing to Kimberla Fairley by July 27, 2026. Oral communications are not accepted, and all electronic correspondence must include the subject line: Announcement Number: 143051-26-0075, Project Title: NOAA NMFS SWFSC Seriola Workshop. The government retains sole discretion to decide whether to proceed with a competitive or non-competitive acquisition based on responses received.

Request for Information (RFI) for the National Oceanic and Atmospheric Administration (NOAA), Marine Operations Center - Pacific (MOC-P)The National Oceanic and Atmospheric Administration is seeking information on potential waterfront properties and existing facilities along the U.S. Pacific Coast from San Francisco north through Washington State to support the future relocation of the Marine Operations Center–Pacific. This request is strictly for planning purposes and is not a solicitation or invitation to bid; no contract or lease will be awarded based on responses, and submitters will not be reimbursed for their efforts. The agency is particularly interested in sites with direct access to navigable waters, preferably previously developed or industrial marine areas with minimal environmental restrictions, and is seeking input from state, county, port, and municipal entities that may be willing to provide property at no cost or through special-use agreements. Key requirements include a pier capable of accommodating four NOAA vessels at 350 feet each with a minimum depth of -25 feet MLLW, 158 feet of horizontal clearance, and exclusive 24/7/365 use, along with on-site facilities totaling at least 20,050 square feet for personnel, 8,400 square feet for technical operations, and 10,000 square feet for warehouse space, as well as 124 parking spots, dual-pathway high-speed internet, shore-side firefighting capability, fuel delivery within 20 nautical miles, a confined open water training area, and a boat ramp within five miles. Security standards require compliance with Security Level III and the International Ship and Port Facility Security Code, including controlled access, perimeter fencing, site lighting, and CCTV. The property must also meet Executive Orders 11988 and 13690 regarding floodplain management. Responses must include ownership details, acreage, waterfront footage, water depth, infrastructure, available utilities, zoning, transportation access, and availability terms, with submissions due by July 31, 2026, directed to Christian Townsend.
