The Indian Health Service (IHS) has issued a Sources Sought Notice under solicitation number IHS1527711 to conduct market research for a commercial off-the-shelf, web-based repository system to manage Instructions for Use (IFU) and Safety Data Sheets (SDS) across its federal healthcare facilities. The system must provide secure, real-time access to manufacturer guidelines, service manuals, maintenance instructions, recalls, and other critical documentation for dental, medical, surgical, biomedical, and chemical equipment and supplies used in patient care. The solution is expected to support searchable functionality, role-based access controls, and seamless integration with existing hospital asset and computerized maintenance management systems, while meeting stringent federal cybersecurity, accessibility, and regulatory standards including FedRAMP, FISMA, NIST SP 800-53, Section 508, WCAG 2.1 Level AA, OSHA, CMS, The Joint Commission, and AAMI requirements. Submission of responses is required by May 15, 2026, at 12:00 PM EST via email to Natasha Bitsoi at Natasha.Bitsoi@ihs.gov, with a mandatory capability statement not exceeding 15 pages in Word or PDF format. This procurement is specifically set aside under the Buy Indian program (BICiv) with priority given to Indian Small Business Economic Enterprises (ISBEE) and Indian Economic Enterprises (IEE), in accordance with HHSAR 326.603-1 and FAR 19.104, making eligibility for these entities a primary consideration. All respondents must be registered in SAM.gov with a valid Unique Entity ID and must self-certify their status as an ISBEE, IEE, or small business under NAICS code 518210. While no contract award or pricing details are yet available since this is a market research notice and not a formal solicitation, the government intends to evaluate future proposals based on technical compliance, security posture, system interoperability, past performance in federal healthcare environments, and adherence to mandatory regulatory standards. Responses are to be submitted exclusively by email with a specified subject line format, and no hard copies, portals, or other delivery methods will be accepted. The point of contact for submissions is based in Rockville, Maryland, and the system, while accessible nationwide, is expected to be managed and hosted remotely with coordination centered at that location.
