The U.S. Army Corps of Engineers, Mobile District, plans to award a sole source contract to Science Applications International Corporation (SAIC) for the procurement of twelve IKE 504 geospatial assessment tools equipped with military kitsets. The contract, anticipated to be awarded by March 24, 2008, is for commercial items, and the Government has justified sole sourcing under FAR 6.302-1, identifying SAIC as the only responsible source. This action follows an updated notice replacing a prior posting from February 27, 2008. Although not a request for proposals, interested firms are invited to notify the Contracting Officer within three days to determine if a competitive procurement is warranted. The IKE 504 is an advanced hand-held Geographic Information System (GIS) capture device developed by SAIC and SurveyLab, building upon the existing IKE 305 model by integrating a secure Selective Availability Anti-Spoofing Module (SAASM) chip developed by Rockwell-Collins for compliance with Department of Defense security requirements. This device uniquely combines multiple sensors—GPS receiver, digital camera, inclinometer, compass, and laser designator—into a single portable unit without the need for external attachments. Key features include a tamper-resistant SAASM GPS for secure military data, a 3.5-inch color touch screen, internal rechargeable battery lasting 6 to 8 hours, a 3.2-megapixel camera, and multiple communication options including USB, Bluetooth, Wi-Fi, and RS232 connectivity. The device operates under Microsoft Windows Mobile 5 and supports data capture through ESRI’s ArcPad software for real-time survey data collection and synchronization. The contract is managed under NAICS code 334511 and is issued by the W074 Endist Mobile office of the Department of Defense.

The previously posted notice posted on 27 Feb 2008, is changed to include the following updated description: The U.S. Army Corps of engineers, Mobile District, intends to award a sole source, commercial items contract for the purchase of twelv e IKE 504 geospatial assessment tools with military kitsets. In accordance with FAR 6.302-1, the Government has determined that Science Applications International Corporation, 7125 Columbia Gateway Drive, Columbia, MD 21046-2552, is the only responsible so urce for this requirement. The Government intends to award a contract by 24 March 2008. This is not a request for proposals and no solicitation is available. Firms that believe they can furnish the required items are encouraged to identify themselves and p rovide written notification to the Contracting Officer within three days from the date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. SAIC, in conjunction with S urveylab, has developed the ike 504, a secure chip Selective Availability Anti-Spoofing Module SAASM version of the current ike 305 hand-held Geographic Information System GIS Capture device. The ike relies on internal GIS software ESRI's ArcPad to seamles sly record and create real-time survey data into shapefiles. The current ike 305 continures to be the only hand-held GIS related device that incorporates a Global Positioning Satellite receiver; digital camera; inclinometer; compass; and a laser designator capable of lasing a target up to 1000 meters and getting the associated geo-location information all in one hand-held unit. All sensor devices are internal to the ike, thus no attachments are required. The ike 504 expands upon this uniqueness by incorpora ting the SAASM chip into the ike 305. The SAASM chip, developed by Rockwell-Collins, and controlled by the NAVSTAR GPS-Joint Program Office JPO, uses state-of-the-art security architecture mandated by the DoD for all new GPS systems. The SAASM-based GPS re ceiver is treated with a tamper-resistant coating to ensure safeguarding of classified military GPS data. The SAASM based receiver is the only receiver that is unclassified when keyed with Selective Availability. Additionally, the unclassified SAASM recei ver maintains all secure information internally and provides only unclassified outputs, including the permitted point solution information. Specifications for the ike 504 are as follows: the specifications for the SAASM chip are classified and controlled b y Rockwell-Collins and DoD regulations. Solicitation # W9127827QA003
Solicitation W9127827QA003 is a Request for Information issued by the U.S. Army Corps of Engineers Mobile District to gather market intelligence for a Progressive Design-Build project. The effort involves a Sustainment, Restoration, and Modernization campaign for the 96th Medical Group at Eglin Air Force Base, Florida. The scope includes multi-disciplinary infrastructure upgrades and facility renovations, specifically focusing on cooling and HVAC systems, electrical resiliency, and fire protection across several buildings. The project will be executed in two phases, starting with design and pre-construction services followed by final design and construction. The government intends to utilize a Firm-Fixed-Price agreement and a streamlined selection process involving a Statement of Qualifications, a down-selection to three companies, and in-person pitch meetings. A critical requirement is the meticulous phasing of construction to ensure zero disruption to patient care and medical operations. Contractors must adhere to Unified Facilities Criteria, NFPA medical codes, and standards from The Joint Commission and AAALAC. Additionally, on-site supervisors must hold an American Society of Healthcare Engineering construction certificate, and the performing entity must be prepared to secure increased liability insurance due to operational risks. Responses to this RFI are due by November 12, 2026.

Solicitation # W9127827RA014
The U.S. Army Corps of Engineers Mobile District has issued a Special Notice for market intelligence regarding a Progressive Design-Build project at Yokota Air Base, Japan. This Request for Information seeks to gauge industry interest and technical capability for the design and construction of several specialized medical departments within an active, occupied hospital. The scope of work includes the delivery of a new Blood Donation Center, a modernized Sterile Processing Department, a high-capacity hospital kitchen, and pharmaceutical compounding rooms compliant with USP 797/800 standards. To ensure zero disruption to healthcare delivery, the contractor must phase construction carefully and adhere to NFPA medical codes as well as standards set by The Joint Commission and applicable Authorities Having Jurisdiction. Additionally, personnel will be subject to strict security and health screenings, including targeted immunizations and specialized medical testing. While this notice is not a formal solicitation, the government intends to use a streamlined competitive selection process to identify the most qualified entity, with a formal Request for Qualifications potentially issuing around January 1, 2027.
