The Department of Defense plans to acquire seventeen Raptor-X Infrared Digital Cameras through a sole source procurement exclusively with Sierra Pacific Innovations (SPI), the sole distributor authorized to supply this equipment. This procurement is justified under statutory authority allowing non-competitive contracts due to the Airworthiness Release issued by the US Army Research, Development and Engineering Command, validating the use of the Raptor-X cameras. Each thermal camera package includes a variety of accessories such as multiple lenses, rechargeable batteries, software for radiometric analysis, carrying cases, and training materials, ensuring a comprehensive solution for operational needs. The acquisition falls under NAICS code 334119, with a small business size standard of 1,000 employees, and will proceed without a formal solicitation or competitive offers, although written notifications from other firms with supporting evidence of capability were accepted before a specified deadline. This procurement will be conducted under procedures for Other Than Full and Open Competition and will be awarded without restrictions, reinforcing the unique position of SPI as the sole source provider. The government will evaluate any competing responses but retains full discretion on whether to pursue competition. If no viable alternatives come forward by the deadline, the negotiation will proceed directly with SPI. All inquiries related to the requirement are directed to Kevin Day at the Fort Campbell office, emphasizing a clear point of contact for procedural questions. This contract underscores the government's intent to secure specialized infrared camera technology critical for its operations, leveraging SPI’s exclusive distribution rights and the necessary military certification.
