The U.S. Army Corps of Engineers, Mobile District, plans to award a sole source contract for twelve IKE 504 geospatial assessment tools equipped with military kitsets, recognizing Science Applications International Corporation (SAIC) as the only responsible provider. This decision follows FAR 6.302-1 guidelines, emphasizing that SAIC, located in Columbia, Maryland, is uniquely positioned to fulfill this requirement due to its exclusive development of the IKE 504 device in collaboration with Surveylab. The IKE 504 is a secure, advanced version of the existing IKE 305 hand-held Geographic Information System (GIS) device, which integrates multiple capabilities including a GPS receiver, digital camera, inclinometer, compass, and a laser designator capable of targeting objects up to 1000 meters while capturing precise geospatial data in one portable unit. The IKE 504 advances this capability by incorporating a Selective Availability Anti-Spoofing Module (SAASM) chip developed by Rockwell-Collins and regulated by the NAVSTAR GPS-Joint Program Office. This SAASM chip ensures secure, tamper-resistant handling of classified military GPS data, meeting Department of Defense security requirements and providing unclassified outputs for authorized use. The contract was expected to be awarded by mid-March 2008 and is not open for competitive bidding; however, other firms were given a brief opportunity to submit written interest to the Contracting Officer to inform a potential competitive process. The procurement supports the Department of Defense’s need for secure, reliable hand-held geospatial tools capable of enhancing military operational accuracy and security.
