The Naval Air Systems Command at Patuxent River, MD plans to initiate a full and open competition to develop, manufacture, integrate, test, deliver, and support an upgraded CH-46E Torque Signal Conditioning and Indicator System (TSCIS). This new system will combine the existing signal conditioners and torquemeter indicators into a single integrated indicator that matches the form and function of the current torquemeter indicator without requiring additional support equipment. Key performance goals include compatibility with existing H-46E equipment, maintaining or improving accuracy relative to the current Aircraft Integrated Maintenance System, ensuring torque signal validity, and minimizing operational and maintenance impacts. The system will be installed at current pilot and co-pilot console locations, supporting efficient integration. The procurement anticipates ordering approximately 344 indicators over a three-year span, covering 154 aircraft, spares, laboratory support units, and test equipment. The contract will be structured as a firm-fixed-price agreement with a base year and two option years. Important milestones include a Preliminary Design Review within four months of contract award, a Critical Design Review within seven months, and installation beginning in October 2009. The solicitation is expected to be released around April 8, 2008, and proposals are not being accepted until the official Request for Proposal is issued. Questions are directed to the designated contract specialist, Ms. Julie Paul, at the Naval Air Systems Command.
