Full Description

The Social Security Administration (SSA) intends to negotiate solely with Sirsi Corporation dba SirsiDynix located at 3300 North Ashton Boulevard, Lehi, UT 84043 for the Integrated Library System (ILS) Maintenance Renewal located in SSA's Robert Ball building located at headquarters in Baltimore, MD. This requirement falls under the authority of Federal Acquisition Regulation (FAR) 13.106(1)(b)(1) "For purchases not exceeding the simplified acquisition threshold, the contracting officer may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available." The library's Integrated Library System (ILS) for circulation (loaning of materials and receiving them back), cataloging (classifying and indexing of materials), and OPAC (public interface for users). This software maintenance covers the search interface (IBistro) and the database (Workflows). As software developer, SirsiDynix retains exclusive trademark and copyrights; therefore, no other individuals or entities are permitted to make modifications or changes to the product. SirsiDynix has sole knowledge of the development of the software and certain configuration requirements that are exclusive to the IBistro/Workflows software. Each year the Library must purchase the software maintenance agreement to keep the system operating and up to date. Written responses to this Notice shall contain sufficient documentation to establish a bona-fide capability to fulfill this requirement. A solicitation is NOT available. Therefore, the government will not honor written and/or verbal requests for copies of a solicitation related to this announcement. A determination by the government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Based on the information received, the Government will determine whether to conduct a competitive procurement. The Government will NOT notify Respondents of the results of the information received. You must submit your responses to this notice by TUESDAY, MAY 15, 2012 at 9:00 AM EST. You may send responses via E-MAIL ONLY to the point of contact listed below.
