The Immigration and Refugee Board of Canada (IRB) has issued a competitive solicitation for up to 100 contracts to provide Designated Representative (DR) services to individuals unable to represent themselves in immigration and refugee proceedings before the IRB. The DRs are responsible for protecting and advancing the interests of these individuals during the process. This requirement spans multiple regions across Canada, including the Eastern Region (Quebec including Montreal and Ottawa, plus the Atlantic provinces), the Central Region (Ontario, specifically Toronto and the Greater Toronto Area), and the Western Region (British Columbia including Vancouver, Alberta with Calgary and Edmonton, Saskatchewan, and Manitoba including Winnipeg). Assignments will be distributed equitably among qualified representatives, although volumes may vary based on individual needs, linguistic or cultural factors, Member suitability assessments, and contractor availability. Applicants must demonstrate sound judgment, knowledge of immigration and refugee processes, cultural competence, and an ability to work effectively with vulnerable populations. Prior experience in social work, immigration law, advocacy, or related fields is considered advantageous. The application process requires submission of a completed and signed IRB Evaluation Criteria - DR Program Application Form, a detailed resume, proof of being at least 18 years old, and documentation proving legal eligibility to work in Canada (such as citizenship or lawful work status). Responses within the application form must address mandatory evaluation criteria focusing on integrity, respect, communication, empathy, mental health awareness, and the ability to work with minors and individuals facing addiction or mental health challenges. Qualified candidates who meet mandatory criteria may be invited for oral interviews, with priority given to those demonstrating relevant specialized experience. The IRB reserves the right to verify references prior to awarding contracts. All applications must be submitted electronically via email by December 31, 2026, to the designated contact email provided by the IRB. The solicitation does not specify contract pricing, period of performance, or detailed contract clauses, focusing instead on contractor eligibility, qualifications, and operational assignment criteria.
