Notice of Intent - Elsevier Clinical eLearningThe National Institutes of Health, Clinical Center intends to award a sole-source contract to W.T. Cox Information Services for enterprise licenses to Elsevier Clinical eLearning educational programs, specifically tailored to advance the professional development of Clinical Educators, nurse preceptors, and newly licensed registered nurses within the NIH Clinical Center Nursing Department. The acquisition includes four core components: a curriculum for Transition to Nursing Professional Development Practice, Mosby’s Preceptor Course License, the complementary Mosby’s Preceptor Kit, and the Transition to Practice program, all designed to support onboarding, competency assessment, mentorship, clinical judgment, patient safety, and professional accountability. These resources are critical to maintaining accreditation under the American Nurses Credentialing Center’s Practice Transition Accreditation Program and ensuring standardized, evidence-based education across all clinical nursing services. The contract will provide enterprise-wide online access to the curricula, with periodic content updates and technical support from Elsevier, covering all Clinical Center nursing personnel. The estimated cost is $23,321.00 for a base period running from September 30, 2026, to September 29, 2027, with potential option periods to be negotiated. This procurement is justified under 41 U.S.C. 253(c)(1) and FAR 6.302-1, citing that only this vendor can fulfill the agency’s specific requirements due to the proprietary nature and integration of Elsevier’s clinical education programs. While this is a Notice of Intent and not a request for proposals, responsible sources may submit capability statements by August 8, 2026, to be considered before the government makes its final determination on non-competition.
