AI Contract Overview

The U.S. Army Natick Soldier Research, Development, and Engineering Center is seeking information from companies regarding intumescent coating technologies that can be applied to currently fielded combat uniform materials to enhance their flame retardant properties. The goal is to identify solutions that improve flame resistance, durability, ignition time, and reduce melting and dripping while maintaining or improving existing uniform performance characteristics such as infrared spectral conformity, visual color matching for universal camouflage, physical durability, weight, and potentially cost. This effort is a market investigation rather than a solicitation for quotations, focusing on collecting product data, manufacturing capabilities, and samples for evaluation. Interested companies must ensure their products comply with the Berry Amendment restrictions regarding sourcing and production. Submissions should include detailed technical specifications, performance test results following recognized standards (such as ASTM, AATCC, NFPA 701), certification information, and company background. Although samples may be submitted for government testing, they will not be returned, nor will submissions be compensated. All testing results will be used solely for government evaluation. Responses and inquiries are directed to a specified government contact at the Natick Soldier Center. This initiative aims to discover viable intumescent coatings that provide superior flame resistance to current combat uniform fabrics, with consideration given to maintaining operational suitability and cost-effectiveness.

The Multifunctional Materials Team, Warfighter Science, Technology and Research Directorate at the U.S. Army Natick Soldier Research, Development, and Engineering Center, Natick, MA has a need to identify possible solutions to add Flame Retardant (F R) properties to currently fielded combat uniform materials via intumescent coatings. The government is conducting a market investigation seeking product information, manufacturing capabilities and/or samples of intumescent coating technology applied to c ombat uniforms. The intumescent coating technology should improve upon the current flame resistance of combat uniforms. The government will perform all physical and other required testing to determine the best performing solution available. Companies ma y request testing results regarding only their own materials. When submitting U.S. contracts, offers are cautioned that their products (all materials and manufacturing) must comply with Berry Amendment Restrictions (see DFARS 252.225-7012). Products shal l meet the following critical performance requirements: (1) Conform to current IR spectral performance requirements for Universal camouflage, (2) Conform to current visual color requirements for Universal camouflage, (3) Conform to current physical perfor mance requirements, (4) Flame retardant with a focus on durability, increasing ignition time and reducing melt and drip, and (5) The coating used must be an intumescent coating. It is also desired that this material be comparable to current combat uniform materials in performance, weight, and where possible, cost. Interested firms are requested to submit information on their product within thirty (30) days following the publication of this synopsis. Information should include, but not limited to, product cost, technical information (e.g. physical properties, performance characteristics, test methodology (e.g. ASTM, AATCC, NFPA 701)), certification/compliance, relevant company background/experience, and any other information that the company believes demon strates the value of their product(s) and the ability to meet the aforementioned requirements. Companies are also encouraged to submit samples for evaluation. Any information/samples submitted will not be returned, and no payment will be made by the gove rnment for such samples. The testing results will be controlled and used for governmental purposes only. Responses to this notice are to be sent to Mr. Marc Mathews, Multifunctional Materials Team, ATTN: AMSRD-NSC-WS-TM, 15 Kansas St., Natick, MA 01760-5 019. This notice is for market survey only. THIS IS NOT A REQUEST FOR QUOTATIONS. No solicitation document exists. POC for this request is Marc Mathews +1 (555) 000-0000, FAX +1 (555) 000-0000 or email contact@example.gov. Solicitation # RFINovelOrMultifunctionalFibersYarnsCoatings-FinishesandFabricsForSoldierProtectionAndComfort(MFFYF)
The US Army DEVCOM Soldier Center, in coordination with the Product Manager for Soldier Clothing and Individual Equipment, has issued this Sources Sought Announcement to identify potential sources of multifunctional fibers, yarns, fabrics, coatings, or finishes. The primary objective is to enhance the environmental protection of dismounted Warfighters by identifying materials that provide at least two functionalities, such as moisture management, thermal protection, repellency, vector protection, and flame resistance. The government is seeking both near-term solutions with a Technology Readiness Level (TRL) of 5 to 7+ for rapid integration into active Programs of Record, and far-term next-generation concepts with a TRL of 2 to 4 to inform future technology investments. All submissions must be completely PFAS-free and avoid cyclic siloxanes, silicones, and heavy metal catalysts. Respondents must provide detailed business information, including CAGE and NAICS codes, and verify compliance with the Berry Amendment. Technical submissions require comprehensive data, including GHS-compliant Safety Data Sheets and verifiable test reports adhering to standards such as ASTM D5034 for tensile strength and AATCC TM22 for water repellency. Physical samples, including specific yardage for fabrics or minimum meterage for yarns, must be submitted for destructive laboratory testing. Electronic responses, including white papers and the completed Appendix A template, are due by December 23, 2026, with physical samples to follow within six weeks. This announcement is for information gathering and planning purposes only and does not constitute a formal solicitation or a commitment to award a contract.
