The contract solicitation SPE1C1-20-R-0001 issued by DLA Troop Support is for the procurement of Improved Hot Weather Combat Uniforms (IHWCU), specifically unisex coats (NSN 8415-01-670-9017) and trousers (NSN 8415-01-670-5110), with specifications and patterns dated between April and August 2019. The delivery destination is Pendergrass, GA, under a firm fixed-price contract structure using a Best Value Trade-Off source selection method. The contract is designed as a total small business set-aside with a period lasting 24 months for the base term and an additional 24-month option term. The initial production lead time is 180 days with 150 days for subsequent lots. Five awards are planned, one per lot, with inspection and acceptance at the origin, requiring the offeror to provide all materials used in fabrication. The solicitation and all future communications will be conducted through the DLA Internet Bid Board System (DIBBS), as Fed Biz Opps will no longer be used for updates. Compliance with Defense acquisition restrictions such as the Berry Amendment is mandatory, emphasizing U.S.-based origin for materials and components, except where exceptions apply. Vendors are encouraged to use DLA’s web-based system for requesting specifications and patterns rather than contacting contracting officials directly. Additionally, supplier performance data must be maintained and validated in the DoD Supplier Performance Risk System (SPRS) to ensure vendor qualifications and assist in performance evaluations. The solicitation supports small business participation and is managed by DLA Troop Support in Philadelphia, PA.

Vendors must register at the website https://www.sprs.csd.disa.mil/ for access to view their past performance scores and negative delivery and quality records affecting the scores. The SPRS User's Manual provides information concerning vendor scoring, negative & positive performance data utilized to calculate vendor scores, and the process in which to challenge discrepant performance data. The SPRS site has a number of user manuals found at https://www.sprs.csd.disa.mil/reference.htm. DLA is just a member of SPRS, not the owner of the system, so if you have any access issues please contact the SPRS Customer Support Desk: Phone: 207-438-1690 or email: webptsmh@navy.mil
