Natural England is soliciting a fixed-price contract to strengthen the evidence base and best practices for engaging individuals and faith groups in nature recovery activities across England. The project involves a comparative analysis of case study sites and a blended review of academic, government, and third-sector evidence to identify barriers and successful interventions for faith groups engaging with rural and urban green and blue spaces. The scope is limited to UK-based research written in English, prioritizing literature and policies published between 2010 and 2025 in alignment with the UK Equality Act 2010. Key deliverables include a draft evidence briefing due February 10, 2027, a final briefing due March 5, 2027, and an online presentation in late spring or early summer 2027. The contract period runs from November 17, 2026, to March 5, 2027, with performance taking place at various locations across England. Award selection is based on the most advantageous tender, weighted 60% for technical criteria—including methodology, key personnel, quality assurance, sustainability, and health and safety—and 40% for the commercial whole-life cost. Bidders must submit a technical response, a commercial template, and signed certifications regarding mandatory and discretionary exclusions. The project is particularly suitable for small and medium-sized enterprises and voluntary, community, and social enterprises. Intellectual property rights are governed by Option A of the standard terms, and the final report must be delivered via email.

A Study on Vessel Design Challenge
Solicitation # 693JF726R000016
The U.S. Maritime Administration (MARAD), through its Maritime Environmental and Technical Assistance (META) program, is issuing a Request for Proposals (RFP No. 693JF726R000016) for a Vessel Design Challenge. The initiative seeks to fund multiple design teams to develop integrated vessel designs that significantly improve fuel efficiency, targeting a 30 percent improvement, and reduce underwater radiated noise (URN). This is a design-stage challenge focusing on technical feasibility and economic achievability through fluid dynamic modeling rather than direct measurement. Total available funding is up to 1.25 million dollars, with individual cooperative agreements intended to range between 150,000 and 450,000 dollars for projects lasting 12 to 18 months. Eligible applicants include domestic entities, with a preference for U.S.-based companies or those operating under the U.S. flag. The program is open to various commercially useful vessel designs, though it specifically excludes small watercraft, recreational vessels, fisheries vessels, and passenger catamarans used for whale-watching. Ideal design teams should adopt a design-build approach, incorporating naval architects, marine engineers, shipyards, and technology providers. Proposals are limited to 20 pages and must include a detailed design integration plan, modeling methodologies, a justifiable budget, and a comprehensive return on investment analysis. Final deliverables consist of a preliminary vessel design and a report on lessons learned, while sensitive proprietary design data will remain confidential.
