Cybersecurity Maturity Model Certification (CMMC) Program Services
Solicitation # 09112026
The University of Arkansas, Fayetteville (UAF) issued solicitation 09112026 to secure a term contract for cybersecurity advisory, architecture, engineering, and compliance services. The primary objective was to mature the university's Cybersecurity Maturity Model Certification (CMMC) Program to achieve and maintain compliance with CMMC Levels 1, 2, and 3, specifically to protect Federal Contract Information (FCI) and Controlled Unclassified Information (CUI). The proposed scope of work included a phased delivery schedule over 13 months, covering compliance maturation, control architecture design, continuous monitoring strategies, and secure architecture development. The contract was intended for a two-year base period with two optional renewal years. Evaluation of proposals was based on a 100-point system, weighted toward the technical proposal (40 points), respondent qualifications (30 points), and cost (30 points). Requirements for bidders included Professional Liability insurance of $2,000,000 and strict adherence to various federal and state standards, including NIST SP 800-171 and DFARS regulations. However, on October 19, 2026, the University of Arkansas, Fayetteville officially cancelled RFP 09112026 via Addendum 3. This cancellation was prompted by changes in federal guidance that necessitated a reassessment of the procurement scope, with the university intending to issue a new solicitation once requirements are clarified.

The Defense Logistics Agency (DLA) Troop Support Clothing and Textiles Directorate is conducting market research via Request for Information DLA-RFI-CT-2027-WBOS-MKTRES to identify commercial software solutions for a next-generation Web-Based Ordering System (WBOS) and eMarketplace platform. The objective is to establish a multi-tenant, consumer-grade e-commerce experience that serves as a shared-services procurement model for the Department of Defense and various civilian partner agencies, including the Departments of Interior, Justice, Transportation, State, and Homeland Security. The government is specifically seeking Commercial Off-the-Shelf (COTS) and Software-as-a-Service (SaaS) capabilities to avoid custom development while addressing complex federal requirements such as Berry Amendment domestic sourcing verification, automated competitive quoting between micro-purchase and simplified acquisition thresholds, and the prevention of improper order splitting. The desired platform must integrate with critical federal backbones, including the DLA Enterprise Business System (SAP), PIEE/WAWF, and SAM.gov, while supporting CAC/PIV single sign-on. Key functional requirements include the ability to manage interagency funding via Treasury G-Invoicing, handle individual officer uniform allowances, and support complex item customizations like embroidery and digital proofing. From a security and compliance standpoint, the solution must adhere to FedRAMP, DoD Cloud Computing Security Requirements (potentially up to IL-5), NIST SP 800-53, and Section 508 accessibility standards. The primary NAICS code for this effort is 541512. Interested industry partners must submit a maximum 20-page response by November 27, 2026, detailing their technical capabilities, notional pricing models, and past performance.

Aviation Research BAA 2025
Solicitation # 692M15-25-R-00004
The Aviation Research BAA 2025, solicitation number 692M15-25-R-00004, is a long-term initiative sponsored by the Federal Aviation Administration (FAA) to support basic and applied research at the William J. Hughes Technical Center for Advanced Aerospace. Valid from December 5, 2024, through December 4, 2034, this Broad Agency Announcement seeks to advance the state-of-the-art in aerospace safety and efficiency across five primary program branches: Airport Technology R&D, Software and Systems, Structures and Propulsion, Separation Standards Analysis, and Fire Safety. The FAA encourages submissions from a diverse range of offerors, including academia, industry, and small businesses, to address evolving air transportation challenges. The solicitation utilizes a phased submission process where interested parties first submit brief white papers for specific Topics of Interest. If a white paper is deemed meritorious, the FAA may request a formal proposal consisting of a technical volume and a price/cost volume. Awards are made bilaterally based on a favorable feasibility assessment, with cost analyzed for reasonableness and realism rather than being a rated factor. While funding varies by project, rough order of magnitude estimates range from $100,000 to $1.2 million per award, with many projects anticipated to be funded annually for a period of 12 to 36 months. All offerors must maintain active registration in the System for Award Management (SAM) to be eligible for award.
