Fertilize Right Vietnam is a two-year initiative led by USDA’s Foreign Agricultural Service in partnership with Vietnam’s Ministry of Agriculture and Environment and an international agricultural research organization, aimed at improving fertilizer use efficiency and promoting sustainable farming practices. The program is grounded in the 4Rs of nutrient management—Right Source, Right Rate, Right Time, and Right Place—and seeks to reduce reliance on traditional chemical fertilizers by introducing and validating U.S.-manufactured biofertilizers and enhanced efficiency alternatives. Key activities include conducting comparative studies between the U.S. and Vietnam on nitrogen leaching reduction and yield maintenance using liquid fish fertilizer, supporting the development of Vietnam’s national fertilizer management guidelines with input on microbial-coated and bio-based products, organizing an informational tour for Vietnamese stakeholders featuring U.S. organic rice farmers who successfully adopted these innovations, and tracking increased importation of at least three U.S.-made fertilizer enhancement products by Vietnamese companies engaged in the program. The initiative aligns with U.S. statutory goals under 7 U.S.C. § 3291(a)(3) by fostering viable, sustainable agricultural systems that lower input costs for farmers while preserving or boosting productivity. The solicitation for this program, numbered USDA-FAS-10960-0700-109-26-0005, was posted on August 3, 2026, with a response deadline of September 2, 2026, and is managed by Kendra Arrington of the Foreign Agricultural Service.

Fertilize Right Vietnam (FR Vietnam) is a program implemented by USDA/FAS since 2023. USDA’s official partner is the Ministry of Agriculture and Environment (MAE) and an implementing partner from an international agricultural research organization. The objectives of FR Vietnam are to (1) increase fertilizer-use efficiency, (2) enhance fertilizer effectiveness, and (3) develop alternatives to traditional manufactured chemical fertilizers. Attaining these objectives enable farmers to reduce input costs while maintaining or increasing yield, leading to the development of a viable and sustainable agricultural system, thereby achieving the purposes of 7 U.S.C. § 3291(a)(3).

FR Vietnam activities are based on the 4Rs of nutrient management, a concept endorsed by USDA and the U.S. fertilizer industry. The 4Rs entail the use of the Right Source or type of fertilizer, applied at the Right Rate, at the Right Time and in the Right Place.

USDA/FAS is requesting the design and delivery of a two-year program to address the general objectives of the FR Vietnam program, with the specific objectives outlined below.

Specific Objectives:

1) Conduct comparative analysis in the U.S. and Vietnam, of reducing nitrogen leaching while maintaining or increasing yield, using U.S. manufactured biofertilizers such as liquid fish fertilizer;

2) Collaborate with implementing partner in Vietnam and provide input to the national guidelines for fertilizer management focused on innovative alternatives to synthetic fertilizers such as enhanced efficiency fertilizers using microbial coatings, and biofertilizers;

3) Informational outreach tour to Vietnam by U.S. organic rice farmers who used U.S. manufactured biofertilizers to reduce nitrogen leaching and maintain or increase yield; and

4) Evaluate the increase in Vietnam imports of at least three (3) U.S-. manufactured fertilizer enhancement products and biofertilizers, by companies participating in the FR Vietnam program.

Solicitation # 12639526Q0257
The U.S. Department of Agriculture, through the Animal and Plant Health Inspection Service, is soliciting Purple Prism Traps to combat the invasive Various Buprestidae (Metallic Woodborers) Beetles, whose larvae cause fatal damage to trees by feeding in the phloem and outer sapwood, leading to widespread tree mortality, public safety hazards, and severe economic consequences for forest products, agriculture, and tourism industries. These traps serve as the primary detection and monitoring tool to delineate infestation boundaries and are critical for early intervention, with the potential to save billions in potential losses. The solicitation, numbered 12639526Q0257, is issued as a Request for Quotation under FAR Part 12 as a combined synopsis/solicitation and is exclusively set aside for small businesses using the NAICS code 325320 with a size standard of 1,150 employees. The traps must be manufactured to exact technical specifications, including a durable corrugated plastic structure measuring 2 ft by 4 ft, folded into three panels with specific overlap and tab features, painted purple with precise spectral reflectance values at 421 nm, 580 nm, and 670 nm, and coated with exactly 80 grams of Tanglefoot or equivalent adhesive divided into three 26.7-gram rectangles, each protected by a release paper to prevent sticking. All units must be packed in sturdy corrugated cardboard boxes not exceeding 20 pounds, filled with cushioning material, stackable to 56 inches, and clearly labeled with manufacturer name, contract number, product name, lot number, date of manufacture, and “DO NOT CRUSH” and “FRAGILE” markings. Each shipment must include a packing slip with batch, expiration, and order details. The procurement is structured as a five-year Indefinite Delivery, Indefinite Quantity contract with an estimated order quantity of 2,000 traps per year, delivered to the USDA APHIS PPQ facility in Edinburg, Texas, under F.O.B. Destination terms that require the contractor to bear all risks and costs until physical receipt by the government. Deliveries must occur within 45 days of a delivery order, early shipments are accepted, and order limitations restrict single-item orders to no more than $40,000 and combined orders to no more than $150,000, with a minimum

The Coordinating Agricultural Development & Innovation (CADI) initiative, funded through an interagency agreement between the U.S. Department of Agriculture’s Foreign Agricultural Service and the State Department’s Bureau of European and Eurasian Affairs, aims to enhance U.S. agricultural trade competitiveness in Eastern Europe (non-E.U.), the South Caucasus, and Central Asia. The program supports a portfolio of projects focused on removing trade barriers, expanding market access, and promoting U.S. agricultural exports through technical assistance, training, and data-driven interventions. The awardee will conduct applied research to quantify the economic impact of these projects, with targets including adding over $622 million to the U.S. economy by eliminating trade impediments and generating an additional $312 million through direct support to exporters and partners, while also preventing over $50 billion in potential losses from livestock disease incursions and lost market access. The work will deliver annual and final economic impact reports, quarterly briefings to USDA/FAS leadership, and country-specific success stories detailing achievements in barrier removal and exporter support. Key economic outcomes are tracked at the country level, including specific targets for wheat, poultry, soybeans, distilled spirits, and livestock genetics in Armenia, Georgia, Kazakhstan, Ukraine, and Uzbekistan, with Ukraine accounting for the bulk of the projected economic activity through sustained export flows and market share gains. The contract requires the awardee to conduct original research and provide actionable recommendations aligned with the America First trade agenda, with performance spanning from November 1, 2026, through September 30, 2028, and potential for extension. The awardee must include four one-week international TDY trips to target regions and four domestic trips in their budget, while ensuring all personnel with access to non-public information complete a Public Trust (Moderate Risk)—T2 background investigation issued by USDA prior to beginning work. The solicitation is open to state cooperative institutions and universities, with proposals evaluated on technical expertise (30 points), experience managing USDA/FAS agricultural initiatives (30 points), research plan quality (25 points), budget reasonableness (10 points), and overall application quality (5 points), using a trade-off selection process rather than lowest-price technically acceptable. Applications must be submitted electronically through ezFedGrants by September 28, 2026, with no page limits, and require a Unique Entity ID, SF-424, SF-424A, budget narrative, and project plan.
