Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.

The MACC is a contract for execution of a broad range of maintenance, repair and minor construction and may include design-build capability. Contractors will be expected to accomplish a wide variety of individual construction tasks encompassing design-build, renovation, additions/upgrades, along with specific work such as, but not limited to, HVAC (heating, ventilation, air conditioning), electrical, mechanical, architectural, and other major trades. The RFP will include a seed project, and award of the seed project at the time of contract award will satisfy the guaranteed minimum/Y3,000,000 for the MACC. All other successful awardees not receiving award of seed project at the time of contract award are guaranteed a minimum of Y3,000,000. The government will compete future individual requirements among the awardees. The solicitation for MACC pre-announced here is expected to be issued on or after 27 Apr 10.
