Indefinite Delivery Quantity (IDQ) District Wide Roof Maintenance and Roof Related Work

North East ISD is soliciting proposals for an Indefinite Delivery Quantity (IDQ) contract for district-wide roof maintenance and roof-related work. This is an as-needed agreement with no guaranteed purchase quantities or dollar amounts. The initial contract term is three years, with the district reserving the right to extend for two additional one-year periods. Award decisions are based on best value, with quality and suitability to purpose serving as the controlling factors rather than low price alone. Bidders must be certified by major roofing manufacturers, such as Johns Manville or MBCI, and are required to have inspected project sites prior to submission. Proposals must be submitted electronically by 9:00 A.M. CST on October 15, 2026. Pricing is structured based on a cost coefficient or multiplier from the RS Means Facilities Maintenance and Repair 2025 Cost Unit Price Book or through benchmark catalog pricing. Required documentation includes a hold harmless agreement, lobbying certifications, contractor fingerprinting, a W-9, and letters of reference. The awarded vendor must provide payment bonds for contracts exceeding 25,000 dollars and performance bonds for those exceeding 100,000 dollars. Additionally, the contractor must comply with the Davis-Bacon Act for prime construction purchases over 2,000 dollars and adhere to various federal and state regulations regarding equal opportunity, debarment, and critical infrastructure security.
