Transport Canada is seeking to establish up to one (1) contract for services of an accounting firm to perform the role of an Independent Claim Certifier (ICC) for a rail construction project, as defined in Part 7 – Resulting Contract Clauses - Annex A – Statement of Work. The role of the ICC will be to impartially verify and certify the financial information to be submitted to Transport Canada by the Recipient in its request for advance payments during the construction period of the project pursuant to a contribution agreement. The role of the ICC will also be to assist with the reconciliation of the account in which the Recipient will be depositing the advance payments. The ICC will act as a neutral third party, as well as to facilitate fair and accurate payment processes. The contract will be a seven (7) year contract. The estimated aggregated value of this requirement is less than $4.76million (including HST and all applicable travel and related expenses).
