Independent Voter Data Validation and Automation Protocal Design

The Jefferson County Clerk’s Office is inviting qualified vendors to submit proposals for an independent audit of voter address and jurisdiction assignments, with the goal of identifying inaccuracies or inconsistencies in voter data and ensuring proper alignment with electoral boundaries. The selected vendor will be responsible for conducting a thorough review of current records, evaluating the reliability of existing data sources, and producing a detailed report on findings. This audit must include an assessment of how addresses are mapped to voting jurisdictions and whether voters are assigned to the correct precincts based on their residence. In addition to the audit, the vendor is expected to design and propose a fully automated validation protocol that can be implemented on an ongoing basis to maintain data integrity without manual intervention. The proposed system should be scalable, secure, and capable of periodically cross-referencing voter addresses with authoritative geographic and municipal data sources to detect changes in jurisdictional boundaries or residency status.
