PHPA 4166: Maryland Volunteer and Professional Firefighters Innovative Cancer Screening Technologies Program
Solicitation # BPM058949
The Maryland Department of Health, Center for Cancer Prevention and Control, is offering grants through the Maryland Volunteer and Professional Firefighters Innovative Cancer Screening Technologies Program (PHPA 4166/BPM058949). This initiative provides funding to local fire departments, volunteer fire companies, and local governments to procure and administer innovative cancer screening tests—including laboratory, imaging, medical, or genetic tests—that are not typically covered by insurance or provided during routine physical examinations. The program is specifically available to Maryland-based professional and volunteer firefighters, with a total funding cap of $900,000. Awards will be made to responsible applicants based on a weighted evaluation of the screening tests identified, the project implementation plan, the healthcare team, firefighter prioritization, organizational capacity, and administrative record-keeping. If total requests exceed the budget, successful applicants will receive a pro rata share. The performance period for the grants is scheduled from March 1, 2027, to June 30, 2027. Funding is provided on a reimbursement basis, requiring grantees to submit invoices with supporting documentation to the Department of Health within 30 days of expense and a final financial report within 45 days of the grant period's end. Applications must be submitted via the eMaryland Marketplace Advantage (eMMA) portal by November 20, 2026, at 2:00 pm EST. Submissions must be divided into two separate volumes: a Project Narrative and a Budget Narrative. Grantees must comply with various regulatory requirements, including the Americans with Disabilities Act, the Single Audit Act for those expending over $750,000 in federal assistance, and specific Maryland State Finance and Procurement laws.
