Indio Emergency Operations Center (EOC) Professional Service Agreement (PSA) with Bay City Equipment Industries Inc for Emergency Generator Rental Service

On November 15, 2025, Facilities Management was notified that the generator supporting the Indio Emergency Operating Center (EOC) located at 82695 Dr. Carreon Blvd in Indio, was no longer operational. The EOC serves as the only emergency operations center in the County’s Eastern Region and must remain fully functional at all times to support emergency coordination and public safety. To maintain continuity of operations, a temporary 500KW portable generator was urgently required by Bay City Electric. The rental generator remained in continuous use while the County’s equipment underwent repair and testing to restore full operational capability. Facilities management recommends that the Board of Supervisors (Board) ratify and approve the amendment to the approved sole source agreement for Bay City Equipment Industries Inc. to increase the amount by $66,437.89 for expenses incurred during fiscal year 2024/25 and $6,930.84 for fiscal year 2025/26 for continued temporary generator rental through December 31, 2025. The PSA for emergency generator rental at the Indio EOC is defined as the proposed project under the California Environmental Quality Act (CEQA). The operation of the site will continue to provide public services at the existing facility and will not result in a significant expansion of existing use. No additional direct or indirect physical environmental impacts are anticipated.
