The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with Adept Mobilerobots, LLC out of Amherst, NH on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for providing an Indoor/Outdoor Mobile Positioning System Robot in support of the Millimeter Wave Channel Sounder project. The unique technical specifications of this system was identified in the Draft SOW provided in the sources sought posting dated July 12, 2016. NIST requires a contractor to provide a mobile robotic positioning system for the channel sounder receiver that can be used in an indoor and outdoor environment with the ability to track position and velocity. The positioning system shall move the receiver electronics and antenna array in user-specified, repeatable patterns inside or outside of buildings using battery power. Additionally, the Mapping software requires autocad route map input/output using ARNL, MOGS, Matlab, and Windows. NIST has developed navigation software specific to the Adept platform using approximately 1.0 FTE of time. Furthermore, the Wheels are required to be rubber or equivalent, pneumatic, 12-16 inches. The wheels are important because the electronics in our channel sounder system must not be subjected to vibration. Accuracy of navigation for the system is pertinent. The NAICS Code is 334290 - Other Communications Equipment Manufacturing with a Size Standard of 750 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Adept Mobilerobots, LLC for this requirement. Interested parties that can demonstrate that they could satisfy the requirements listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by 08/19/16. Any questions regarding this notice must be submitted in writing via email to patricia.bullington@nist.gov. All responses to this notice of intent must be submitted so that they are received at patricia.bullington@nist.gov no later than August 15, 2016 at 10:00 a.m. Mountain Time.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
