AI Contract Overview
The Army is seeking innovative commercial solutions through a Call for Commercial Solutions Opening (CSO) to address the need for a robust, reliable, and compliant method to store and manage non-regulated industrial stormwater and wastewater at the McAlester Army Ammunition Plant in Oklahoma. The solicitation, identified as W519TC-26-S-C001, targets vendors capable of delivering a minimum of four tanks, each with a capacity of at least 16,760 gallons, fitting within a 50-foot by 9-foot footprint, and designed for easy transport and on-site reconfiguration. Each system must include secondary containment capable of holding 110% of the largest tank’s volume, high-level alarms set at 90%, visible liquid level gauges, leak detection sensors, and manual lockable drainage valves. Internal linings must be corrosion-resistant, such as epoxy or phenolic coatings, and all solutions must comply with AR 200-1 and the Clean Water Act. Proposals must be submitted in two phases: Phase 1 requires a cover sheet with company profile and CAGE code, a one-page quad chart outlining technical approach and acquisition model, and optional commercial specification sheets; only those deemed viable will be invited to submit a full Phase 2 proposal including detailed engineering drawings, a regulatory compliance matrix, logistics plan, and firm-fixed-price submission covering equipment, delivery, and installation. The solicitation follows DFARS Subpart 212.70 and FAR Part 12, treating all solutions as commercial items, and allows award through either Firm-Fixed-Price contracts or Other Transaction Agreements with a ten-year limitation. Offerors must be actively registered in SAM, submit unclassified, virus-free files in PDF, Word, or PowerPoint format with a 10MB limit, and adhere to strict DoD site security protocols during delivery and installation. Evaluation will focus on technical compliance and engineering rigor, price reasonableness including lifecycle cost, and logistical feasibility. The government seeks the best overall value, prioritizing innovation and operational benefit, with submissions due by June 10, 2026, and a total delivery timeline of 16 weeks or less.

Full Description
Through this CSO, the Army aims to identify and adopt innovative commercial solutions that accelerate the integration of advanced manufacturing technologies, enable secure and connected digital environments, and promote sustainable practices. The goal is to create a more agile, resilient, and technologically advanced industrial base that meets current and future operational demands while ensuring compliance with DoD standards for cybersecurity, sustainability, and readiness.
This CSO will utilize a solicitation process authorized by DFARS Subpart 212.70. Under this CSO, the DoD will be allowed to competitively procure innovative commercial items, technologies, and services. CSO procedures provide a streamlined acquisition process and simplified contract/agreement terms resulting in agreements or FAR-based contracts awarded under Part 12 Commercial Item Procedures. Both traditional and non-traditional defense contractors may be awarded contracts/agreements under this CSO. Under a CSO, DoD Contracting/Agreements Officers may competitively select proposals received in response to a general competitive solicitation, similar to a BAA, based on a review of proposals by scientific, technological, or other subject matter experts.
