This product must integrate a physical wound barrier with antimicrobial and antifungal properties to prevent systemic infections in combat scenarios. The project aims to advance the technology to a Technology Readiness Level of 7 or 8, requiring the development of a working prototype, the execution of human clinical trials, and the successful submission for FDA approval or clearance. The final product must be individual, compact, waterproof, and maintain sterilization, with a preference for packaging that allows one-handed opening in low-light environments. This effort is being conducted under the prototype Other Transaction Authority 10 U.S.C. 4022, meaning it does not follow standard FAR-based procurement. To be eligible, offerors must be nontraditional defense contractors, small businesses, or provide significant cost-sharing. The estimated period of performance is 48 months, divided into three objectives: prototype demonstration, clinical studies and regulatory submissions, and final FDA clearance. Proposals will be evaluated based on technical capability, management capability, and cost, with payments processed electronically via Wide Area Workflow. All clinical research must comply with Good Laboratory, Manufacturing, and Clinical Practices, and be approved by relevant Institutional Review Boards and the USAMRDC Office of Human and Animal Research Oversight.
