AI Contract Overview
The U.S. Army Corps of Engineers, Walla Walla District, is preparing a design-bid-build construction contract for the rehabilitation and replacement of canal walls and bridges along the Little Wood River Channel in Gooding, Idaho. The project involves repairing or replacing approximately one mile of a 24-foot-wide by 8-foot-deep lava rock canal wall, incorporating mortar repointing, concrete structures, geotextiles, drainage culverts, irrigation systems, fencing, waterstop installation, road reconstruction, pavement work, and striping. Additionally, four vehicle bridges and two pedestrian bridges are slated for replacement, with each bridge featuring reinforced concrete decks, railings, abutments, and wing walls. The work is subject to strict environmental constraints, with all in-channel construction limited to a mandatory window from November 16 to March 14 annually, while outside-channel activities may proceed year-round. The contracting team is currently in the pre-solicitation phase, seeking industry feedback on project scope, risks, scheduling feasibility, staging areas, and preferred acquisition methodology—specifically whether the award should be based on Sealed Bid, Lowest Priced Technically Acceptable, or Best Value Trade-Off. Technical experience requirements include demonstrated success with reinforced concrete bridges spanning 24 to 50 feet designed to Idaho Transportation Department and AASHTO standards, concrete retaining walls up to nine feet in height, and the mandatory inclusion of a Civil or Structural Professional Engineer licensed in Idaho on the project team. Companies interested in participating in one-on-one virtual sessions scheduled for June 16–17, 2026, must submit comprehensive information by June 9, 2026, including company details, CAGE code, UEI, personnel names and contact information, past project summaries with dollar values and dates, references, business size status such as HUBZone or 8(a) certification, intent to bid, and bonding capacity. A Project Labor Agreement survey is attached for industry input, though no final determination has been made on its use. All submissions must be emailed to designated points of contact, and advance questions are encouraged to aid government preparation. No formal contract clauses, evaluation weights, pricing estimates, or binding requirements have been issued; the current effort is strictly market research to shape the upcoming solicitation, identified under solicitation number W912EF26RSN18, with performance to occur in Gooding, Idaho, and funding stemming from the Department of Defense.
