AI Contract Overview
The Government is procuring 500 units of a commercial-off-the-shelf wearable personal safety light under a total small business set-aside, identified by solicitation number FA461026Q0024 and NAICS code 335132. The device must function as a single integrated unit providing 360-degree illumination visible up to five miles in all directions, with a forward-facing work light and support for up to 20 user-selectable color combinations including red, white, and blue. Emergency modes such as SOS and a flashing red/blue pattern are required, alongside multiple adjustable brightness settings and independent controls for front and rear lighting arrays. The product must be waterproof, dustproof, and shockproof, equipped with a quick and secure magnet mounting system and a hard-mounting option using screws and a tether for added security. Power must come from a long-lasting rechargeable battery capable of fast charging from empty to full. The solicitation is structured as a firm-fixed-price acquisition with a low price technically acceptable evaluation method, where price is the primary discriminator and technical acceptability is a binary pass/fail threshold based on full compliance with all specified salient characteristics. Deliveries must be completed before June 5, 2026, to Vandenberg Space Force Base, California, with FOB government destination terms placing transportation risk and cost on the contractor. All units must be delivered to DoDAAC F4D3E3, with payment processed exclusively through Wide Area WorkFlow using authorized invoice types. Offers must be submitted electronically in two separate parts—Price Quote on SF 1449 and a single Technical Submission not exceeding five pages—by the deadline of May 14, 2026. The award will go to the lowest-priced offeror who meets all technical requirements without trade-offs. Offerors must be certified small businesses under the SBA size standard of 600 employees for this NAICS code and must provide UEI and CAGE codes. Numerous FAR clauses are incorporated, including provisions on prohibited subcontractors, cybersecurity restrictions like the ByteDance covered application ban, labor standards such as minimum wage and paid sick leave requirements, and supply chain security mandates including the Federal Acquisition Supply Chain Security Act. Compliance with representations regarding foreign entities, especially in Xinjiang and with the Maduro regime, as well as the prohibition on inverted domestic corporations, is mandatory. No monetary values are provided in the pricing table, and the contract value remains unspecified.
