AI Contract Overview

This NASA SBIR/STTR solicitation focuses on improving the signal-to-noise performance of infrared focal plane arrays by utilizing digital-pixel readout integrated circuits. By replacing traditional analog ROICs with digital counters, the project aims to increase well-depth from 10-20 million electrons to 100 million or more, significantly reducing the noise equivalent difference in temperature from 20-30 mK to approximately 3 mK. This advancement will enable the detection of fainter infrared targets and extend the overall detection range for both ground and space-based observations. The project is structured in two phases, beginning with the fabrication and comparative testing of analog and digital FPAs from the same detector lot, followed by the development and delivery of a camera using the new digital technology. The resulting capabilities have broad applications across space-based astronomy, climate monitoring, and earth observing missions, as well as commercial uses in missile detection, gas leak identification, and agricultural monitoring. This effort is managed by the NASA SBIR/STTR Program and is designated as a total small business set-aside.

Full Description

A measure of the signal-to-noise ratio of a focal plane array (FPA) is the temporal noise equivalent difference in temperature (NEDT) which is a function of FPA operating temperature, spectral band, photon flux, pixel size, and the charge-well-depth of the readout integrated circuit (ROIC). For ANALOG ROICs with typical 10-20 million electron (me-) well-depths, NEDT values of 20-30 mK are observed for longwave infrared type-II strained layer superlattice (LWIR SLS) FPAs. A recent development in the industry is the DIGITAL-PIXEL ROIC (DROIC) which uses a digital counter in each unit cell to greatly increase well-depth to 100 me- and higher. Since background-limited NEDT varies inversely as the square root of the well-depth, DROICs promise much lower NEDT of ~ 3 mK, which translates to detection of fainter objects, longer detection range, etc. In Phase I, we will fabricate and test both analog and digital FPAs (on analog and digital ROICs, respectively) from the same detector lot and compare performance. Sample FPAs will be delivered. In Phase II, we will develop and deliver a camera using the new DROIC. At a minimum, these new DFPAs will allow NASA to detect fainter infrared targets on the ground and in the sky.

Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and SupplieS (FASTPASS) Innovative Solutions Opening
Solicitation # ARPA-H-SOL-26-160
The Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and Supplies (FASTPASS) program, under solicitation ARPA-H-SOL-26-160, is an initiative by the Advanced Research Projects Agency for Health (ARPA-H) to develop a near real-time, non-destructive, AI-enabled screening system. The goal is to identify contamination, adulteration, and quality defects in pharmaceutical products through their packaging at ports of entry and other supply-chain nodes using multi-modal sensing and data fusion. This 54-month program is structured into three 18-month phases, culminating in a fieldable platform with validated training materials and integrated documentation capabilities. This procurement is conducted as a multiple-award Other Transaction (OT) Agreement rather than a standard federal contract, meaning it is governed by specific OT articles instead of the Federal Acquisition Regulation. Awards are based on the most advantageous proposals, with primary evaluation factors including innovation, soundness, execution planning, risk management, and team expertise. Payments are fixed and triggered by the successful completion of milestones, managed through the Payment Management System. Proposers must be registered in SAM.gov and provide detailed technical and cost proposals, including a milestone payment schedule and research security disclosures. Amendment 01 specifically updated the cost proposal narrative model and workbook to correct typographical errors and rename appendices.

HYDROSPHERE, BIOSPHERE, & GEOPHYSICS (HBG) SUPPORT SERVICES II - FINAL REQUEST FOR PROPOSAL (FRFP)
Solicitation # 80GSFC27R0015
The National Aeronautics and Space Administration Goddard Space Flight Center is soliciting proposals for the Hydrosphere, Biosphere, and Geophysics (HBG) Support Services II contract, under solicitation number 80GSFC27R0015. This small business set-aside is a hybrid Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year effective ordering period. The contract allows for the issuance of both Cost Plus Fixed Fee (CPFF) and Firm-Fixed Price (FFP) task orders to support science research and computing activities across various laboratories, including the Cryospheric Sciences, Ocean Ecology, Hydrological Sciences, Biospheric Sciences, Geodesy and Geophysics, and the Terrestrial Information Systems Laboratory. The primary objective is to develop and apply space, field-deployed, and laboratory-based technologies to address societal issues related to water resources, ecosystems, sea level change, and the Earth's magnetic and gravity fields. The scope of work encompasses scientific modeling, simulation, data assimilation, satellite instrument performance analysis, and the planning and execution of field campaigns. Performance will occur at the Goddard Space Flight Center and the contractor's facilities, with acceptance managed by the Contracting Officer or a designated representative. Award selection will be based on a tradeoff approach, prioritizing Mission Suitability as the most important factor, followed by Cost and Past Performance. Proposals must be submitted in four volumes, including a numerically scored Mission Suitability volume and a detailed Cost volume. Additionally, the contractor must adhere to strict security requirements, including the provision of a Cyber Supply Chain Risk Management plan and compliance with NDAA Section 889 regarding telecommunications and surveillance equipment.
