Infrastructure Planning and Sewer Modelling Consulting Services

Metro Vancouver, through the Greater Vancouver Sewerage and Drainage District, is soliciting proposals under RFP No. 26-0563 for professional consulting services focused on infrastructure planning and sewer modelling. The contract is designed for an initial five-year term with firm pricing and covers seven distinct tasks: 1D and 2D hydraulic model development and maintenance, wastewater quality and H2S transport modelling, 3D hydraulic modelling and computational fluid dynamics, hydrological data analysis, hydraulic model calibration and validation, and climate change assessment. The total maximum budget for these services over the five-year term is 1,035,000 CAD, with individual task allocations ranging from 75,000 CAD to 270,000 CAD. Consultants are required to utilize specific software platforms, including DHI MIKE+ and ANSYS Fluent or CFX. Proposals must be submitted electronically via the Bidding System by 2:00 p.m. local time on October 19, 2026. Submissions must include a signed letter of introduction, an executive summary, and detailed firm qualifications, as well as the completed Schedule 1 task submission checklist to be eligible for evaluation. The award will be based on the greatest value, considering technical capabilities, experience, and the proponent's previous history with the agency. Key contractual terms include a 30-day payment cycle, a five-year confidentiality obligation, and a three-year post-termination audit right. Additionally, non-resident consultants are subject to a 15% withholding tax per the Canadian Income Tax Act.
