Chemical Analytical Services For Wastewater Treatment Plant and Environmental Monitoring Programs

The Greater Vancouver Sewerage and Drainage District is soliciting proposals under RFP No. 26-0369 for chemical analytical laboratory services to support wastewater treatment plant and environmental monitoring programs. The scope of work is divided into four categories: Wastewater Treatment Plant and Collections Systems, Receiving Environment and Surface Water, Receiving Environment Sediment, and Receiving Environment Tissue. The selected contractor will be responsible for providing analytical chemistry services for conventional and trace organic parameters, supplying sample containers, coolers, and ice packs, and delivering specialized reporting with comprehensive quality assurance and quality control reviews. All methodologies must comply with the BC Environmental Laboratory Manual, with additional adherence to USEPA, Environment Canada, and Standard Methods procedures. The resulting agreement will be for an initial three-year term starting January 1, 2027, with the possibility of up to six optional one-year extensions. Metro Vancouver intends to award contracts to three successful proponents per category. Evaluation is heavily weighted toward project firm qualifications and experience at 70 percent, with a preference for laboratories performing analysis within Canada. Proponents must submit pricing on a per-sample, per-analysis basis in Canadian dollars. While annual spending estimates range from 150,000 to 950,000 dollars per program depending on the category, these figures are for informational purposes and do not guarantee specific funding levels. Proposals must be submitted electronically via the Bidding System by October 19, 2026.
