INL/El Salvador: ILEA Residence Hall

The Department of State through the International Law Enforcement Academy (ILEA) in San Salvador is seeking a contractor to provide comprehensive lodging and facilities operations support at the ILEA Residence Hall under a Firm Fixed Price contract. The scope includes housekeeping, maintenance, guest services, and 24/7 operational support for resident guests, covering cleaning of rooms, bathrooms, common areas, gymnasiums, and pool decks, along with linen changes every three days, disinfection protocols, and adherence to strict cleanliness standards. The contractor must supply all labor, equipment, and supplies, while the U.S. government provides the facilities, utilities, furniture, and key cards. Performance is governed by the PSC S216 classification, and quality standards require zero visible stains or dust, odor-free bathrooms, fingerprint-free glass, and a minimum 90% guest satisfaction rating, with inspections conducted on-site and acceptance determined only by authorized government representatives. The solicitation employs a Lowest Price Technically Acceptable (LPTA) evaluation method, meaning technical compliance is a binary pass/fail threshold, with awards made solely to the lowest-priced offeror among those meeting all technical and past performance thresholds. Proposals must be submitted in three volumes—Technical, Past Performance, and Pricing in Excel—and are subject to strict page limits, with the technical proposal capped at 20 pages plus allowable attachments, including a Quality Control Program, annual deep cleaning plan, and key personnel resumes capped at two pages each. All key personnel must meet specific qualifications, including a Residence Hall Manager with five years of hospitality experience, a bachelor’s degree, and bilingual proficiency in English and Spanish, along with signed commitment letters and no non-compete agreements. Security requirements are extensive: all personnel must hold valid national police clearances, comply with U.S. government branding standards showing either the U.S. flag or Department of State seal on all materials, follow strict key control procedures prohibiting duplication, and adhere to security protocols outlined in FAR clauses 52.240-91 and 52.240-92, which mandate display of CAGE codes on DD Form 254 where applicable. The contractor must also implement guest satisfaction surveys, ensure workforce stability, adjust to unpredictable training schedules, and complete a 30-day phase-in and phase-out period to prevent service disruption. Compliance with numerous FAR clauses is mandatory, including those on employment eligibility, privacy training, whistleblower rights, contractor ethics, personal identity verification, and restrictions on internal confidentiality agreements.
