All hardware must be new, unused, and in original packaging with full brand, model, OEM, and manufacturer labeling, and must carry an in-country warranty in Colombia for at least one year. The contractor must comply with stringent security and export control obligations, including ITAR and EAR compliance, NIST and FISMA-aligned IT security plans, annual security training, and adherence to Section 889 prohibitions on covered telecommunications equipment. The contractor must also submit an IT Security Plan within 30 days of award, manage personnel access changes with 24-hour notification to the Contracting Officer, and ensure flow-down of all applicable clauses

The Bureau of International Narcotics and Law Enforcement (INL) at the U.S. Embassy in Bogota invites you to submit a quotation for the SPOT IN REACH DEVICES AND SERVICE  service.


All interested sellers should submit the quotations according to the attached INL_RFQ-PR15655641 no later than July 31, 2026 at 4:00 pm via e-mail to LopezJF@state.gov and BogotaINLSolicitation@state.gov. No quotations will be accepted after this time.  This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.202, as supplemented with additional information included in this notice.


This announcement constitutes the only solicitation; quotations are being requested by this notice alone, and a written solicitation will not be issued. The resultant purchase order will be awarded using Simplified Acquisition Procedures in accordance with FAR 12.To be considered for award, please follow the instructions included in Section 3 of the INL-RFQ Document.
