INL_RFQ-PR15655641 SPOT IN REACH DEVICES AND SERVICE

The U.S. Embassy Bogota’s Bureau of International Narcotics and Law Enforcement (INL) is soliciting quotations for SPOT IN REACH DEVICES AND SERVICE under solicitation number INL_RFQ-PR15655641, issued as a combined synopsis/solicitation in accordance with FAR Subpart 12.202 and awarded using Simplified Acquisition Procedures under FAR 12. The offeror must provide satellite-based tracking devices and associated services, including integration with ArcGIS, real-time GPS reporting, emergency alerting, and satellite data redirection for the Colombian National Police and Army, with all services and devices required to be delivered and fully functional at the delivery location in Bogotá, Colombia. The contract is firm-fixed-price, and award will be made on a Lowest Price Technically Acceptable basis, meaning only proposals that fully meet all technical specifications in Attachment B and other solicitation requirements will be considered, with price being the sole determining factor among acceptable bids. All submissions must include a completed SF-1449 form with pricing details via Attachment A (Excel format), the NDAA-889 certification, representations and certifications regarding organizational conflict of interest, SAM.gov registration, and affirmative compliance with export controls, anti-trafficking, child labor prohibitions, and sanctions, and must be emailed to both LopezJF@state.gov and BogotaINLSolicitation@state.gov no later than 4:00 p.m. Bogotá time on July 31, 2026, with files limited to PDFs and Excel, no larger than 20 MB per email, and no compressed archives or external links allowed. The contract requires 100% delivery within 30 days of purchase order issuance, with a total performance period of 360 days, and no renewals permitted. All hardware must be new, unused, and in original packaging with full brand, model, OEM, and manufacturer labeling, and must carry an in-country warranty in Colombia for at least one year. The contractor must comply with stringent security and export control obligations, including ITAR and EAR compliance, NIST and FISMA-aligned IT security plans, annual security training, and adherence to Section 889 prohibitions on covered telecommunications equipment. The contractor must also submit an IT Security Plan within 30 days of award, manage personnel access changes with 24-hour notification to the Contracting Officer, and ensure flow-down of all applicable clauses
