Innovative Services for Emerging Adults in the Criminal Justice System FY 2028

The Massachusetts Probation Service is soliciting proposals for the Innovative Services for Emerging Adults in the Criminal Justice System FY 2028 initiative, a program designed to reduce recidivism among justice-involved young adults aged 18 to 25. The project seeks direct service providers, specifically Massachusetts non-profit organizations, to deliver specialized programming focused on education, employment support, and transitional intervention. The anticipated contract value for the initial base period is $2.3 million, with an effective start date of July 1, 2027. The contract includes a one-year base term with four optional one-year renewal periods, allowing for a total maximum duration of five years at the discretion of the Massachusetts Probation Service. Proposals will be evaluated using a trade-off methodology that prioritizes the best overall value rather than the lowest price. Key evaluation factors include the strength of a comprehensive collaboration plan involving law enforcement, schools, and community agencies, a demonstrated understanding of the unique challenges facing emerging adults, and a proven track record of working with this target population in Massachusetts. Applicants must utilize evidence-based or promising practices aligned with the Council of State Governments Justice Reinvestment Policy Framework. Mandatory submission requirements include a 10–15 page application narrative, a detailed budget summary and narrative, support letters, and a Contractor Authorized Signatory form.
