Per FAR 36.204 the magnitude of the project is estimated to be in the following range: Between $25,000 and $100,000. The solicitation shall incorporate provisions and clauses that are in effect through Federal Acquisition Circular (FAC 2005-26). This acquisition is to be 100% set-aside and awarded to a small business concern. The North American Industry Classification System (NAICS) code is 238120. The size standard is $13.0 million. PROJECT DESCRIPTION: The contractor shall install a pre-engineered metal canopy. The edge of the canopy roof shall extend 4' past the bin walls on the east, west, and south sides. The roof shall extend about 10' past the bin walls on the north side, which is the front. This will give the canopy roof an approximate dimension of 69' long x 45' wide. The edge of the canopy roof shall be located 12' above the ground. The canopy shall have metal siding on all the sides except the front. The siding shall extend from the roof to 12" below the top of the bin walls. The siding shall be attached to the outside of the columns. The canopy shall be supported by six columns. The columns shall be placed at the approximate locations indicated on the drawing. The columns shall be embedded in a concrete foundation. The concrete foundations shall be designed and built in accordance with the canopy manufacturer's recommendations. The siding, columns, and the top of the canopy roof shall be dark brown in color. The underside of the canopy roof shall have the manufacturer's standard finish. Work includes patching the asphalt pavement around the concrete foundations on the front side of the canopy. The contractor shall also be required to provide submittals on the canopy and concrete foundation design and have this approved by the Government prior to start of work if awarded the contract. The contractor shall mark the proposed locations for the column footings on the ground and have them approved by the Government prior to digging. The canopy roof shall have a ridge crest running along its length. More details are included in the Statement of Work and other attachments. Notice of Intent to Sole Source – TowFLEXX Electric Tower Repairs
Solicitation # F2E2RP6125A001
Holloman Air Force Base plans to award a sole-source, firm-fixed-price contract to TugFIXX LLP for TowFLEXX Electric Tower Repair Services under the authority of RFO 6.103-1, citing that no other source can meet the agency’s requirements. The contract is designated as a total small business set-aside, and TugFIXX LLP is the only entity authorized by the original equipment manufacturer to perform this work due to its exclusive access to proprietary parts, certified technical manuals, and specialized data essential for safe and compliant repairs. No other vendor has the legal or technical capability to fulfill the requirement, making competition ineffective. The notice explicitly states this is not a solicitation for competitive bids, but responsible parties may submit capability statements to demonstrate their authority to provide the same proprietary OEM parts and services without violating exclusive agreements. Submissions must include verifiable proof of OEM authorization and access to required technical documentation. All information received will only be used to assess future procurement options, and the government will not compensate respondents. Proposals must be emailed to the designated Contracting Officer and Contract Specialist by 1400 MDT on June 1, 2026, with no guarantee that the government will pursue competitive bidding even if other qualified vendors respond.
