Install Fiber Optic Infrastructure NPS

The contract solicits the installation of fiber optic infrastructure at Craters of the Moon National Monument and Preserve under a total small business set-aside, requiring participation exclusively from certified small business concerns registered and active in the System for Award Management. The project involves deploying a minimum 24-strand single-mode fiber optic cable along a designated route to connect all identified park buildings with eight tie-ins, installed within conduit unless otherwise directed, to support administration, visitor services, facility management, and emergency operations. Work must be completed within 100 days of receiving the notice to proceed, with strict adherence to National Park Service standards and environmental compliance regulations. The contract requires compliance with Davis-Bacon wage rates for Butte County, Idaho, and mandates a site-specific safety and health plan meeting OSHA standards, along with workers’ compensation insurance under Idaho law. Seasonal closures are anticipated, and no time extensions will be granted for weather-related delays. All construction must follow federal, state, and National Park Service rules, including restrictions on work hours, signage, and conduct within the monument boundaries. Offers must be submitted electronically by the June 16, 2026 deadline to the contracting officer, including a completed Standard Form 1442 with the Unique Entity Identifier, a lump sum price and supporting breakdown via Attachment C, and all required representations and certifications from SAM. The quotation must also include the Davis-Bacon wage determination, past performance questionnaire, highway route map, and proof of active SAM registration. Evaluation will prioritize price and relevant experience within the last six years, with responsibility determination under FAR Part 9 as a mandatory pass/fail gate. Acceptance of work is subject to government inspection under FAR 52.246-12, with final acceptance being conclusive except for latent defects or fraud. Payment is processed electronically through the Treasury’s IPP system with a five-day pre-submittal review by the COR and requires submission of the final construction payment checklist. Contractors must furnish a release of claims prior to final payment, and performance may be recorded in CPARS. The project is subject to Buy American and federal supply chain security requirements, and violations of covered telecommunications equipment prohibitions will disqualify submissions. All deliverables including fiber test certifications, redlined as-built drawings in PDF and GIS formats, and daily logs must be provided post-installation.
